Project Associate (Protection Information Management) -Affiliate Contractor

Project Context and Scope

IOM Ethiopia’s vision is to place the rights and well-being of migrants at the centre of its interventions, adopting a preventive, protective, and responsive approach. Its protection interventions in Ethiopia follow a six-pillar intervention that includes direct assistance to migrants, displaced persons and affected communities, thematic guidance, capacity development, advocacy, and research. The Protection Unit (PXU) works closely with the government of Ethiopia and various stakeholders in emergency, displacement, and migration settings to reduce protection risks and address the needs of vulnerable individuals and communities. IOM is guided by rights-based approaches across its migration programming, demonstrating commitment to the safeguarding of vulnerable groups.

Under the overall supervision of the Senior Programme Officer (Protection), and direct supervision of the Programme Officer (Protection), and in close coordination with the National Officer (Protection) the successful candidate will support the information management needs for the team, including creating and implementing data collection tools, data cleaning, data validation with field teams, and dealing with ad-hoc information management related tasks. The selected candidate will also lead the data related tasks for the MRC Information System (MRCIS), including data upkeep, and migrant profiling and trends analysis. The selected candidate will also be required to provide database, visualization, SharePoint upkeep, and information management support to all other protection teams, including the Return and Reintegration teams, Protection Emergencies, Policy and Liaison, and support coordination with other programmatic units in the mission.
In particular, he/she will undertake the following responsibilities and accountabilities.

1. Support PXU MRCIS data management needs and maintaining high standards of data quality across the unit, including coordinating and maintaining data collection, storage and utilization platforms and tools.
2. Comply with relevant IOM internal frameworks and policies, with particular regard to data management and protection standards.
3. Support the PXU team by addressing its data collection, protection, management, and analysis needs.
4. Retrieve, compile, summarize, analyze, and present information/data on specific project topics, particularly related to MRCIS and trends analysis
5. Implement, monitor, and maintain database information systems to gather and process information required for Protection unit project implementation, using standard design principles and patterns to attain high re-usability and maintainability.
6. Assist to improve and automate data validation mechanisms to support operational and reporting systems.
7. Assist to perform data cleaning, analysis, visualizing, and conducting triangulation of information and implement proper backup, archive, and security procedures to ensure data integrity and availability.
8. Contextualize data collected for nontechnical audiences.
9. Draft data stories and dashboards to better protection unit data, including the MRCIS
10. Draft status reports, identify shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
11. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentations, and other forms of documentation.
12. Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops, and training sessions.
13. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
14. Train team members, implementing partners and other relevant parties on the utilization of data collection and management tools, including mobile data collection apps and database software
15. Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
16. Any other duties as assigned.

Required Qualifications and Experience

Education

• School diploma with five years of relevant experience; or,
• Bachelor’s degree in data science, computer science, software engineering, statistics, or related fields from an accredited academic institution with three years of relevant professional experience.

   

Experience

• Previous experience in utilizing and/or creating data collection and analysis programmes and platforms;
• Expertise in Microsoft Excel, KoboToolbox, PowerBI, SQL tools; skills in ArcGIS, Tableau, Python, R, Adobe Creative Suite an advantage
• Demonstrated experience with and commitment to IOM’s data collection and protection principles
• Strong statistical analysis and data management skills including trends analysis, hypothesize conclusions and summarize complex concepts based on raw data
• Demonstrated knowledge of data collection tools, applications and systems, including back-end and highly technical modification/ manipulation of these systems, if required
• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
• Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

 

Skills

• Previous experience in utilizing and/or creating data collection and analysis programmes and platforms;

• Previous experience of working in an international organization;

• Strong statistical analysis and data management skills; the selected candidate will be able to analyze trends, hypothesize conclusions and summarize complex concepts based on raw data
• Demonstrated knowledge of data collection tools, applications and systems, including back-end and highly technical modification/ manipulation of these systems, if required
• Strong interpersonal and teamwork skills;

• Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).

For this position, fluency in English and Amharic is required (oral and written). Knowledge of other Ethiopian languages is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
