Job Description

Ethiopia has one of the most complex human mobility environments in the world, with factors ranging from conflict, drought, environmental degradation, damage to basic services and infrastructure, to changing livelihood strategies in an evolving political and economic milieu where poverty, and progressive depletion of coping mechanisms available to the displaced and host communities exist in large portions of the country, often leading to more displacements. Health and MHPSS program in Ethiopia supports the vulnerable populations to cope with these situations by providing essential health and MHPSS services including medical consultations, nutrition, maternal and child health, health promotion and referrals to tertiary health facilities. The program has over 25 staff and 17 health facilities supported in Tigray, Amhara, South West, Oromia, Dire Dawa, Benshangul Gumuz, Somali and Afar regions.

Health and MHPSS program has been supporting the migrants from the Sudan crisis at the point of entries between Ethiopia and Sudan borders. These activities are integrated with MHPSS program to ensure wholistic approach to patient care. In addition, it supports the governments through health system strengthening activities.

This is the position be required to support the IOM Health Team towards the successful implementation of IOM Health, Nutrition and MHPSS -related projects in Ethiopia.

Under the overall supervision of the Program Officer-Health , technical supervision of Senior Project Associate-Migration Health and the direct supervision of the Head of Sub Office in Moyale Field Office, the incumbent will be responsible for the implementation of quality health services as part of the IOM Mobile Health and Nutrition teams, in connection with other IOM emergency and post crisis (EPC) activities.

Responsibilities

Conduct patient consultations for early diagnosis and treatment of medical conditions under the primary health care services.
Facilitate the referral of patients with moderate to severe medical conditions and/or diagnosis in need of secondary health care facilities in coordination with the Health Officer.
Maintain a record of all consultations and ensure proper collection of data for weekly Integrated Disease Surveillance and Response (IDSR) and morbidity reports using sex and age disaggregated data. All reports should be sent to the Health Officer for weekly review.
Participate in pre-natal and post-natal care for pregnant women as well as routine and mass vaccination campaigns, maintain records of data disaggregated by age and sex.
Conduct community-based health education and awareness sessions on relevant topics based on identified health problems in the area of operation.
Create a smooth working relationship with health extension workers (HEWS), including skills sharing as part of Health Systems Strengthening.
Conduct weekly physical inventory of medicines and medical supplies and reporting any drug rupture or low supply of medicines to supervisor.
Verify proper medical waste management at the clinic site.
Maintain quality standards and ensure that all medical information is kept confidential.
Establish and maintain good working relationships with the IDP/Returnee communities and host community and be a team player with other health professionals as well as other IOM teams working in the sites.
Perform other duties as assigned by the supervisor.

Qualifications

Education

University Degree in Nursing from an accredited institution with three years of professional experience.
A holder of a valid Practicing Certificate from a recognized institution.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

Familiarity with the health sector in the region and/or other similar resources-limited contexts is an advantage.
Experience in recognized institutions in primary health care is an advantage.
Experience in applying nationally and internationally accepted protocols and guidelines.
Experience in Emergency health response or implementing health services for migrants, refugee and displaced persons and other vulnerable groups; including early recovery or post crisis emergency health programming.
Knowledge of DHMIS an added advantage.
Computer literate.

Skills

Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
Excellent leadership, coordination, and information management skills.
Detailed knowledge of the UN System, NGOs and other international organizations/institutions.
Effective communication skills to internal and stake holders on priorities and constraints.

Languages

REQUIRED

IOM’s official languages are English, Amharic and Local language. All staff members are required to be fluent in one of the three languages.

Working knowledge of any UN Official language(s) and Amharic.
