Organizational Context and Scope

Working under the overall supervision of the CCCM Program Manager and the direct supervision of the CCCM and Site Development Officer, the incumbent will be responsible for supporting with all site planning and physical development issues, including the planning, design and costing of site structures, and overseeing the development of those structures. The incumbent will be expected to support the CCCM team in their response to Site Improvement works, while working closely with the shelter and WASH teams. In particular, s/he will be responsible for the following:

Responsibilities and Accountabilities

Coordination & Information Management

  • Ensure close coordination with local government and sectoral stakeholders/counterparts to exchange information on the implementation of Site improvement works.
  • Maintain effective communication and networking with the community and other IOM units, especially Shelter -WASH with whom a close collaboration is expected.
  • In the context of a pandemic and/or disease outbreak, make sure close collaboration between IOM’s SMS, Shelter, WASH, MHPSS and Health sub-units, as well as with external actors across all sectors, especially in the identification of high risk areas and if needed/feasible, install hand washing stands, etc.
  • Coordinate with SMS team and support the mobilization of beneficiaries, and ensure that they are trained and supported to oversee site improvement activities in their sites

 

Site Improvements

  • Assist in implementation of SMS’ site development interventions (projects) according to the agreed response strategy and plan.
  • Assist the Site Development Project Officer throughout the implementation stages of SMS technical activities.
  • Fully participate in and/or facilitate technical assessments of all physical structure in return/IDP sites.
  • Provide technical assistance to the Site Development Officer to assess improvement needs, and suggest the most appropriate form of site improvement, in consultation with the beneficiaries, which includes community facility rehabilitation/construction, and distribution of site improvement materials etc.
  • Continuously monitor the site improvement activities, including execution and evaluating progress through reporting and surveys using both quantitative and qualitative data.
  • Verify site improvement activities are implemented in the most cost effective and timely manner and in line with the requirements and in accordance with IOM, donor, country and international standards i.e. Sphere standards, IOM’s guidelines on site planning etc.
  • Support site planning as required in new site developments and extensions where required.
  • Monitor the condition of shelter and infrastructure (communal shelters, communal structures such as WASH facilities, kitchens, distribution points, etc. where applicable) in targeted sites/areas and flag wherever humanitarian standards are not met, especially wherever these relate to COVID-19 IPC and to protection risks and mobilize community to implement community-led small scale improvement in the site
  • Assess areas for improvement and record lessons learnt for future activities.
  • Provide onsite technical support to IOM’s shelter and WASH interventions when requested, and in the absence of other technical capacity.
  • Perform other duties as may be assigned.

Job Requirements

Education

  • University degree in Civil Engineering, Architecture, or related field of study
  • Experience
  • Five years of relevant professional experience or a combination of training and relevant working experience is a minimum requirement.
  • Work experience in related to disaster response and transition and recovery programs with humanitarian agencies.
  • Practical experience and detailed knowledge of the disaster risk management, with emphasis on disaster response and recovery programs is essential.

Skill

  • Thorough knowledge of data protection issues in emergency operation and utilization of Microsoft Office application including databases is required.
  • Ability to adapt technical knowledge and expertise to specific project or activities; ability to work with colleagues from different cultural and professional backgrounds; flexibility to perform and deliver in difficult and rapidly changing situations is essential.

Languages

  • Fluency in English, Amharic and Tigrigna is required.
