Within assigned authority, the Programme Officer (Trafficking in Persons and Smuggling of Migrants (TIP/SOM)) is responsible for implementing anti-human trafficking and migrant smuggling technical cooperation activities under UNODC’s project “Global Action against the Financial and Digital-based Dimensions of the Smuggling of Migrants”, including technical competence and practical day-to-day support to relevant bodies, entities and authorities.
The incumbent will be responsible for the following specific duties:
• Implement the workplan and activities agreed with the governments of beneficiary countries under the guidance and day-to-day direction of the Regional Advisor (Trafficking in Persons and Smuggling of Migrants) and of the Programme Coordinator of the Criminal and Terrorist Finance Unit;
• Work with Anti-Money Laundering and Counter-Financing of Terrorism (AML/CFT) competent authorities to increase capacity in implementing: (i) the use of financial intelligence; (ii) financial investigations; (iii) interagency cooperation; (iv) international cooperation; (v) the prosecution of financial crimes linked to TIP/SOM;
• Deliver capacity building and technical cooperation activities in beneficiary countries in English and French, with a focus on the use of financial intelligence to support parallel financial investigations in migrant smuggling cases;
• Provide national, regional or international capacity-building activities to national law enforcement, prosecutorial agencies and other relevant counterparts for the successful investigation and prosecution of migrant smuggling, with a focus on financial investigations;
• Participate in preparing concept notes, agendas and other documentation; identify experts and participants; carry out programmatic/administrative tasks necessary for the achievement of expected results in the assigned substantive area; participate in preparing specialized technical assistance delivery tools;
• Support the development of public-private sector partnerships and engagement with civil society;
• Undertake frequent mission travel to the project beneficiary countries;
• Liaise with the Regional Office in Eastern Africa, UNODC HQ staff, project donors, other relevant international, regional , national, and non-governmental stakeholders in order to facilitate effective project implementation, create synergies, and to ensure timely fulfilment of reporting obligations to the donor by HQ;
• Initiate, coordinate and participate in the preparation and drafting of a variety of written outputs, such as technical publications, progress reports, assessment reports, mission reports, briefings and presentations;
• Prepare inputs for performance parameters and indicators, programme performance reports as well as inputs for results-based budgeting and results-based management as part of the monitoring, evaluation and learning plan;
• Support the visibility of UNODC’s anti-migrant smuggling work in the region in accordance with the communications plan, which includes submitting timely inputs to communication actions and products ; ensure project donor(s) visibility in all public activities;
• Contribute to the development of the UNODC Regional Programme and support the delivery of TIP components of other UNODC projects related to smuggling of migrants, including those related to corruption, terrorism, and transnational organized crime;
• Support the implementation of activities related to the smuggling of migrants of the Regional Office, including through participation in coordination meetings;
• Collect and analyze data to identify trends or patterns and use data visualization methods to enable data-driven planning, providing insights through graphs, charts, tables and reports to inform decision-making, presentations and reporting.
• Perform other work-related duties to support project implementation, as required.
