Standard Job Description

Programme Officer Organizational Setting and Work Relationships The Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCR’s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.

The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle.

S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs.

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties

– Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.

– Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.

– Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.

– Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.

– Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.

– Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.

– Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.

– Contribute to ensure consistent and coherent monitoring approaches, tools and systems in line with global standards and polices. – Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.

– Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities.

– Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.

– Perform other related duties as required.

Minimum Qualifications Education & Professional Work Experience

For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree. Field(s) of Education Economics Business Administration Social Sciences or other relevant field.

Essential

Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management.

Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.

Desirable

Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context.

Sound experience in program management training and capacity building activities.

Nature of Position:

This position is planned to be situated under the UNHCR Sub Office Shire, however at the time of preparing this Job Description (March 2021), there are security concerns and full access to the Office remains under consideration. The conflict in Tigray has impacted the Eritrean refugee operation which manages 6 camps; Adi Harush, Hitsats, Mai Aini and Shimelba refugee camps in Tigray Region and Aysaita and Barahle camps in Afar Region. Hitsats and Shimelba camps are not accessible. Aysaita and Barahle camps were not affected, protection and mixed solutions continues to be the goal for these 2 camps. The overall registered Eritrean refugee population stands at 148,889 individuals (96,000 registered in Tigray and 52,829 registered in Afar in another two camps. An ongoing relocation process from two other refugee camps, Hitsats and Shimelba, which the Government of Ethiopia announced as closed in February 2021, will likely continue throughout the year, which is having an impact on land availability in the other two camps. Eritrean refugees in these camps are mostly young, single men, with women and girls only making up 44% of the population. There is also a significant number of unaccompanied and separated children (UASC). The average family size stands at 1.6 individual in Tigray and for Afar 4.5. As a result of the conflict in Tigray, there is also an increasing IDP situation across the Tigray region, as well as in neighboring regions – Afar and Amhara which UNHCR is scaling up its response. Due to access challenges, there are conflicting numbers of reported IDPs, ranging from 500,000 to over 2 million. Incumbent overseas management of the operations in Afar and Tigray: manage partnership agreements of 15 partners and 10 operational partners in collaboration with the government counterpart, leads annual and multi-year planning, implementation, monitoring and reporting of activities under SO Shire, prepares and analysis presentations for management on various programming issues. S/he is required to liaise with several units within the operation to ensure impact delivery of projects and draft proposals to donors. S/he oversees the Supply Unit which has 2 staff, and supervises 8 staff including technical units -WASH, Health, Shelter and Programme. A substantial budgetary increase is expected because of the Tigray emergency response, which implies extending project management support to likely new offices and clusters under the emergency operation.

Living and Working Conditions:

Staff members should be prepared to operate under challenging conditions with extremely limited resources. The staff members will be working within a city that has been isolated for several months due to the crisis which began in November 2020. The office deals primarily with several local camp environments with inherent risks to staff safety and health. Regardless of information campaigns, there are realistically few, or no COVID-19 protocols adhered to by the camp(s) population. Staff wear masks but will often work within large groups of refugees who do not. The hospitals in Shire have been closed for months and the only medical facility within the city is currently run my MSF. The nearest government medical facility is Debark General Hospital, a Level 1 medical facility 190 km, a four-and-a-half-hour drive away. Most pharmacies are closed, so staff with prescriptions should come with at least 3 months of prescription medication. Staff are accommodated in one of two guest houses. Each have rooms with ensuite bathrooms, common areas, and a fully equipped kitchen. There is running water as well as national power in the city. Additionally, each guest house has a back-up generator. There is currently no Wi-Fi as all local internet companies are closed. The mobile network functions within town but there is no 3G network. The office relies on VSAT for internet connectivity. Although there are functioning banks in Shire, there is still a serious shortage of cash. The queues at the ATM can last several hours, so staff are recommended to bring a cash reserve. It is recommended that first time travellers to the duty station dispense sufficient funds from the ATMs in Addis Ababa, the capital city of Ethiopia. Ethiopian regulations do not permit the transportation of more than $ 3,000 or its equivalent into the country.
