Within delegated authority, the Programme Management Officer will be responsible for the following duties:
• Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions and presents findings at periodic programme performance review meetings.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources to identify priority countries for the CFND activities.
• Coordinates or provides advise on policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, coordinates cooperation among Member States on sustainable development issues; negotiates with donor and recipient countries on technical assistance programmes.
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, periodic reports to the project steering committee, donors and goverments, etc.
• Provides substantive backstopping to consultative, and other meetings, including those of intergovernmental bodies, conferences and other SIDS related events in relevant global conferences, such as the UNGA, HLPF, ARSDF, COP, COM UNOC, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc, represents the Division at meetings on development issues organizes and
• Initiates external relations, including with senior government officials, , carries out resource mobilization and outreach activities related to SIDS initiatives, convening relevant stakeholders and partners to support the SIDS and the AISCC; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads a team of assigned personnel in or undertakes large, complex field missions related to technical cooperation, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Coordinates or performs activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.), as well attends to various project administrative matters.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Performs other duties as required.
