The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian, and development projects around the world.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organizations.  With over 7,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical, and management knowledge they need, where they need it.  By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

Established in 2009, UNOPS Ethiopia Office has been providing services to various partners, including the Government of Ethiopia, UN agencies such as WHO, UNHCR and WFP, and other international organizations. Since 2014, the UNOPS Ethiopia multi-country office manages and coordinates the UNOPS activities in Ethiopia, as well as Sudan, South Sudan and Djibouti. The UNOPS Ethiopia multi-country office team is composed of approximately 100 national and international women and men and offers a broad range of services such as infrastructure, procurement, project management, and financial and human resources management.

UNOPS strategy for the Ethiopia Multi-Country Office is aimed at providing support to the Government and people of Ethiopia, Sudan, South Sudan and Djibouti through the delivery of projects and services in line with the Governments’ own priorities and also under the UN Delivery as One initiative. The UNOPS Ethiopia Multi-Country Office (ETMCO) has been established as an organizational mechanism to deliver a range of projects for which UNOPS has been appointed as the implementation agency. At present, UNOPS ETMCO is implementing and negotiating a number of projects in a range of sectors including infrastructure development, Procurement Support to Government Ministries and other UN agencies and HR support to UN agencies. The functional objective of UNOPS ETMCO is to deliver projects in an efficient and effective manner, to achieve the development outcomes sought by the Governments and the donors’ community, where capacity building is always considered and encouraged.

 Functional Responsibilities

The purpose of this assignment is to support the Infra Team in the delivery of projects’ work packages, ensuring a timely implementation of the activities as per the quality standards.  The Programme Managment Associate will be reponsible for the listed tasks.

  •  To assist in timely delivery of the work packages;
  •  To assist in conducting site assessments at the project locations, whenever needed;
  •  To assist in the preparation of technical specifications, Bill of Quantities and Engineering Estimates for the proposed works;
  • To assist in carrying out quality control checks for the construction work;
  • To support the PMs during the implementation of the project, if needed
  • To assist in ensuring the project technical documents are prepared to meet the quality standard requirements;
  • To assist in following up on project progress versus planned schedule and raise any deviation with PMs and site supervisors;
  • To follow up on  the work activities on sites, in coordination with the PMs and site supervisors;
  • To prepare project related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, in addition to the client hand-over documents and contracts close-out reports, whenever required;
  • To prepare, review and compile the tender documents related to the Infrastructure projects and to support the Procurement Unit with  floating the prepared tenders;
  • To prepare/review contractor’s Interim and final payments certificates and to follow up on the payments processing with other Business Units;
  • To prepare and provide regular updates on the work progress to the Head of Infra and to the ETMCO Director;
  • To Support the Infra Team with the implementation of Quantity Assurance/Quality Control standards for the related Infra projects;
  • Assist the Project Manager and the infra team in ensuring that works are consistent with the project  and to inform promptly on any eventual deviation;
  • To support the Infra projects, ensuring that works are completed on time, within budget and according to UNOPS quality standards;
  • To contribute to the dissemination/sharing of best practices and lessons learned for knowledge development and capacity building;
  • To support in the measurement of works and checking/verification of quantities for completed works by the contractors;
  • To ensure all completed works are in compliance with design and quality requirements;
  • To identify site/work package risks and to prepare the relevant risk assessments and respective risk mitigation measures;
  • To carry out periodic inspections during the Defects Notification Period and to support with the preparation of the final completion certificates.;
  • To carry out any other duty deemed necessary by the supervisor.

 Education/Experience/Language requirements



Education:
  • A minimum of High School completion is required.
  • A First University Degree is an asset, preferably in Engineering or Architecture, Civil Engineering or Construction Management.
Experience:
  • A High School Diploma with six (6) years of relevant experience OR a Bachelor’s Degree with two (2) year of relevant experience in engineering/construction or related function is required.
  • Knowledge of architecture and engineering design software like AutoCAD is an added advantage.
  • Strong computer skills and advanced working knowledge of Google suite applications  are considered an asset.
Language Requirements:
  • Fluency in spoken, reading, and written English is required.
  • Knowledge of other UN languages will be considered an asset.
