Programme Head, African Peace and Security Governance

The ISS seeks a dynamic leader with specialist knowledge on the African Peace and Security Architecture (APSA) and a proven capacity to lead teams of highly qualified professionals.

Job Description

ISS’ African Peace and Security Governance Programme is based in Addis Ababa. It is an African Union (AU)-facing proogramme that coordinates ISS work on and with the AU. Its various projects reflect the breadth of ISS engagements with the AU, regional economic communities and member states.

As programme head, excellent leadership skills are needed to guide teams on existing and future projects. Fundraising experience, a deep understanding of AU processes, and management skills are essential for this position.

ISS programme heads are independent thinkers. They understand that achieving results requires them to ensure efficient programme and financial administration, and build a motivated, capable team. Programme heads are comfortable performing a wide range of tasks – from representing ISS on international panels, to developing innovative research projects, and co-creating workable solutions with government and civil society partners.

The successful candidate will report to the Regional Director of the ISS in East Africa.

Overview of duties

  • Responsible for the strategic direction of the programme
  • Fundraising, donor liaison and reporting
  • Financial and budget planning and controls
  • Team leadership and staff management
  • Ensuring quality control and delivery of outputs and outcomes in line with donor agreements and the ISS strategic plan
  • Representing the ISS at high-level meetings in Africa and globally
  • Actively contributing to internal ISS management meetings, and to ISS-wide planning and reporting processes
  • Ensuring effective communication of results to target audiences
  • Monitoring and evaluation of programme work
  • Providing support to the Regional Director

Requirements

  • A Master’s degree or PhD in social sciences, law, humanities or equivalent
  • Minimum of 10 years experience in a policy research or policy making environment, international organisation or government at a senior level
  • At least seven years experience in managing multifaceted projects and teams
  • A track record of high-level representation at the African and/or global level
  • Sound understanding of AU policy processes and APSA
  • Experience in designing and managing policy research and technical assistance programmes
  • Expertise in analysing information and developing practical recommendations
  • Experience in building relationships as a means to shape policy and action
  • Experience in fund raising and stakeholders’ liaison
  • A strong understanding of monitoring and evaluation and the use of Results Based Management frameworks
  • Exceptional English communications skills (verbal and written); command of an additional AU language is highly encouraged

The contract will be for two years, and may be renewed subject to programme requirements, funding and satisfactory performance. A competitive salary is offered.
