Mission and objectives

The DCO Regional Office for Africa (DCO-Africa) was established in July 2019 in Addis Ababa to mainly provide strategic support to 53 Resident Coordinators and UN Country Teams (UNCTs) in Africa in the integrated implementation of the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs), and the African Union vision – Agenda 2063. DCO-Africa provides day-to-day support to 53 resident coordinators and their offices in Africa. Its overall function is focused on overseeing and supporting coherent and effective delivery of operational activities for sustainable development by UN resident coordinators and UNCTs in Africa through integrated policy, programming and operational. The functions of the Regional Office include providing strategic support to Resident Coordinators and United Nations country teams to ensure quality and timely support to Member States in Africa in the implementation of the 2030 Agenda, SDGs and Agenda 2063; Providing strategic support to Resident Coordinators and United Nations country teams in the integrated implementation of the humanitarian, health and socioeconomic impacts of the COVID-19 pandemic, supporting countries to recover better and effectively implement the 2030 Agenda in the Decade of Action on SDGs; facilitating and overseeing support to RCs and UNCTs on UN Sustainable Development Cooperation Framework quality assurance, coordinated policy and operational support to UNCTs, among others.

Context

The UNV Programme Data Monitoring and Reporting Analyst will be the main focal point at DCO Africa for support on data analysis and reporting. S/he will work closely with RCOs across the continent to provide advice, coordination and/or operational support, ensuring RCOs are able to report on SDG data in a timely and coordinated fashion. The UNV will also help develop continent-wide knowledge management systems that bring together data officers and practitioners, and helps identify success stories and challenges to be addressed.

Task description

Within the delegated authority and under the supervision of the Senior Regional Coordination Officer or his/her designated mandated representative(s), the UN Volunteer Programme Data Monitoring and Reporting Analyst will:

1. Provide substantive support for the development and implementation of RCO and UNCT data and research strategies in Africa;

2. Liaise with data management officers in African RCOs to track progress in reporting and analysis of SDG and other relevant data, including on COVID19 recovery and on UNCT configuration;

3. Maintain up-to-date knowledge on the latest developments of the use of new types of data sources and tools for sustainable development;

4. Provide substantive and analytical support to DCO on SDG reporting, including the drafting of reports, as well as analytical and position papers;

5. Undertake research on data management methodologies that can support coherent reporting at the regional level, including on UNINFO;

6. Contribute substantively to the development and implementation of peer review and quality assurance mechanisms for regional data reporting products; 7. Support inter-agency coordination on SDG data monitoring and joint programming initiatives at the regional and subregional levels;

8. Provide, as required, operational support and quality assurance review for reporting on strategic development document, including for the monitoring of Cooperation Frameworks, COVID19 response plans and prevention strategies;

9. Facilitate the sharing of best practices and lessons learned among UNCTs in Africa and the subregions, and support cross-regional knowledge sharing as required;

10. Organize thematic activities for data officers across Africa and contribute to the creation of communities of practice
