WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

 

ORGANIZATIONAL CONTEXT

This job is based in WFP Dire Dawa Sub Office, and the job holder will report to Head of program (program policy officer). The job holder is expected to take responsibility for executing a range of activities and result related monitoring that require some interpretation of standard guidelines/practices. He/she is responsible for coordinating and following up the overall monitoring of humanitarian and changing lives implementation and performance focusing on the various result indicators and mandatory reporting requirements.

JOB PURPOSE

Job holder is expected to support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing, or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. He/She may also support the formulation of country monitoring and evaluation strategies and contribute to policy development and various initiatives when called upon.

KEY ACCOUNTABILITIES (not all-inclusive)

The special focus of this assignment will be strengthening M&E analytical capacities in the Sub-Office, ensuring baselines, process monitoring, outcome post-distribution monitoring surveys, and other qualitative and quantitative surveys are properly managed, robust analysis, reporting and dissemination undertaken.

Specifically, the M&E associate will:

  • Manage the Sub- Office monitoring & evaluation activities:
    • Coordinate the performance monitoring plan of all ongoing activities under WFP monitors and TPM monitors;
    • Contribute to the design, roll out, and management of the M&E toolkit (process monitoring checklists, Activity baselines, outcome post distribution monitoring and output reporting);
    • Manage implementation of capacity development activities aiming to build M&E capacity in the Sub Office, Cooperating Partners, Bureaus/ offices and Zonal and woreda government levels;
    • Lead reviews and lessons learnt exercises among the partners and stakeholders including the targeted communities and beneficiaries;
    • Take the lead in the implementation of process monitoring, Post-distribution monitoring, Outcome monitoring, baseline and mid-term evaluation activities.
  • With program policy officer, use monitoring and survey data to develop proposals for funding to address community gaps established.
  • Develop and manage monitoring strategies and plans of Sub-Office operations to ensure maximum utilization of the data and related evidences;
  • Ensure the Sub Office online monthly monitoring templates are filled accurately and timely by all field monitors, analyses the monthly monitoring achievements, prepare monthly monitoring summery report, and share to the Sub Office timely.
  • Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focussed results;
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required;
  • Represent WFP (e.g. at cluster meetings with other NGOs and government partners) to exchange knowledge and experience, promote the importance of monitoring and evaluation and build partnerships that strengthen inter-agency monitoring and evaluation activities;
  • Follow-up monitoring assistants in the sub office and Woreda level TPM monitors by providing coaching and guidance as required to ensure appropriate development and enable high performance.
  • Review TPM monthly and quarterly plans and reports, and provide feedback timely; attend monthly regular meetings and review meetings with TPM NGO to discuss on outcomes and timely corrective measures;
  • Work in close collaboration with other units and external partners to strengthen the data quality, accuracy and consistency to build credible programmatic evidence;
  • Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities,
  • Closely follow-up and food misuse at all levels, ensure losses are properly recorded in COMET and issue trackers are closed timely;
  • Identify training needs and arrange M&E trainings for the sub office monitoring assistants, TPM staff, and Government partners as required.
  • Perform any other duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in M&E, Economics, Statistics, Data Science, or related fields.

Experience:

  • 4 years and more years of working experience focusing on M&E, project planning and management.
  • Gained valuable experience in collecting geospatial and socioeconomic food security data,conducting quantitative and qualitative analyses, and reporting findings to senior leaders.
  • Has led/participated in surveys, multiple assessments at Woreda, Zonal or regional level, including the design, data collection and analysis;
  • Has participated in design and implementation of programmes focusing on food security and nutrition;
  • Experience in both development and humanitarian contexts is an added advantage

Language: Fluency in both oral and written communication in English and Oromifa language is a requirement

Technical Skills & Knowledge:

  • Strong knowledge of results-based management principles and practices;
  • Proven knowledge, abilities and skills in the areas of Monitoring and Evaluation;
  • In-depth knowledge of monitoring and evaluation methods, metrics, statistical applications and reporting systems;
  • Create/use digital media and data visualization platforms, particularly Tableau;
  • Create data mock-ups with an understanding of data visualization and data structures;
  • Good applied statistics skills, such as distributions, statistical testing, regression, etc.;
  • Development and maintenance of monitoring database.
  • Proposal and concept note development.
