ORGANIZATIONAL CONTEXT

This job is found in Ethiopia Country office in the Programme unit.  The job holders typically report to  the Information Management Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

The Information Management Assistant supports the food cluster coordination team by consolidating datasets from various surveys, conducting data analysing, and sharing information that is important for cluster stakeholders to make informed, evidence based and strategic decisions on:

  • Food security needs and geographic areas of affected populations
  • Location and activity of Food Security actors
  • Key gaps in activity/program coverage and response overlaps
  • Existing capacity (human, material, financial) to be utilised in support of the identified response needs
  • Monitoring of the response against the HRP and other set indicators

The staff member will report to the Information Management Officer and responds to the requests from food cluster partners. The staff member will support in communicating with food cluster partners. He/she will support in implementation of the food cluster data collection tools (4Ws), preparing maps and dashboards for the cluster.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the Humanitarian Needs Overview (HNO) preparation: consolidate datasets on food security indicators (based on Joint Intersectoral Analysis Framework (JIAF)), and along with Information management working group (IMWG), analyse the severity of needs and define people in need (PiN)
  2. Support the development, together with the information management officer and in consultation with sector partners, of the coordination of food cluster response plans, strategy, and log frame (e.g., HRP).
  3. Support with data coordination, especially as it relates to cluster data (eg. Who does What Where and When (4W) data, and assessment data) for ongoing drought response and Northern Ethiopia Response for Tigray, Amhara and Afar regions.
  4. Proactively gather information from partners and other organizations which may be of use in ensuring informed decision-making processes.
  5. Develop and maintain database about food cluster partners’ activities, analyse and process the data, and share final information and products (dashboards, maps, etc.) with partners. Ensure that data is collected and presented in a way consistent with the food cluster objectives
  6. Ensure financial monitoring for cluster response activities (check OCHA FTS);
  7. Conduct secondary data review, compile an inventory of available assessments, and provide food cluster partners with a list of available information/data with respective sources on a regular basis (e.g., common Cluster / Sector data sets, including population data disaggregated by age and sex, assessments, and other surveys.
  8. Create and maintain Contact directories and mailing lists;
  9. Maintain updated gFSC country and the FSC Humanitarian Response webpages with all relevant material;
  10. Conduct capacity building for food cluster partners on IM (e.g., on monitoring / reporting formats, project submission, excel use).
  11. Contribute to the development of reports (Sitreps, Bulletins, newsletters) by providing the food cluster coordinator with data and information.
  12. Assist in organizing food cluster meetings and working groups (if applicable).
  13. Together with the food cluster coordinator, support gFSC initiatives, e.g., CCPM (Cluster Coordination Performance Monitoring), global cluster annual overview, global dashboards, etc.
  14. Liaise with OCHA and IM Focal Points in other clusters and attend IM Working Group meetings or other relevant WG meetings – share information as appropriate.
  15. Support government counterparts in data compilation, consolidation, and development of information products through capacity building efforts.
  16. Undertake regular support missions to Northern Ethiopia (Amhara, Afar, Tigray) and in Drought Response locations across Ethiopia.

DELIVERABLES/OUTPUTS

•    Mandatory IM products on a regular basis: 4Ws database, Partners Presence Map, Gap Analysis (PiN vs reached), Funding Analysis, Activity Analysis;
•    Contact directory and mailing list;
•    Assessments repository;
•    Food cluster meeting presentations and minutes.
•    Food cluster country webpage.
•    IM annual workplan;
•    Handover report with shared folder with documents at the end of the assignment;

STANDARD MINIMUM QUALIFICATIONS

Education:    University Degree-level qualification or equivalent – preferably in Statistics, Economics, Data Management, GIS, and other related fields;

Experience:  A minimum of 5 years of experience in general and a minimum of 2 years of experience in data management and visualization

Experience in a humanitarian context is mandatory and experience in food security-related topics is highly desirable;

Formal training in Cluster information management or previous Cluster experience is desirable.

Language: Fluency in English both oral and written communication.

Willingness and ability to work in difficult environments, in often stressful time- critical situations.

TECHNICAL SKILLS

Essential Technical Skills:
•    Strong knowledge of and experience in using advanced Excel
•    Knowledge of data visualization and mapping: ability to collect and organize data for map production, map production (using ArcGIS, QGIS, or any other mapping tools)
•    Ability to present information in understandable tables, charts and graphs.
•    Ability to maintain and manage website content for the cluster.
•    Data storage and file management expertise.
