Job Summary
The Program Officer is responsible for supporting the effective planning, implementation, monitoring, and documentation of projects related to the ARISE: Integrated GBV Response and Social reintegration in South Wollo zone, Amhara region Ethiopia. The position works under the supervision of the Program Coordinator contributes to project design, coordination of activities, stakeholder engagement, and preparation of technical and progress reports. Thea role ensures that project activities are implemented efficiently and in line with the organization’s strategic objectives and donor requirements.
Duties and Responsibilities
Key Duties and Responsibilities
- Support the development, monitoring, evaluation, and documentation of ARISE project
- Assist in the preparation of Project plans and budgets, including annual, quarterly, and monthly planning, under the guidance of the Program Coordinator.
- Organize, manage, and conduct training and mentoring activities for local institutions of the project region
- Liaise and collaborate with partner organizations in the region, including CARE, CSOs, and government agencies, under guidance from the Program Coordinator.
- Attend forums, workshops, and partner meetings in the project area to represent the organization and project activities as needed.
- Compile information on project activities to support the Program Coordinator in preparing progress updates for the Executive Director and Program Manager.
- Assist in preparing quarterly and annual program and financial reports for submission to government bodies and donors.
- Follow up with partners/members to ensure timely submission of plans and reports, in coordination with the Program Coordinator.
- Assist in updating training manuals and methodologies, ensuring feedback from trainees is incorporated under the guidance of the Program Coordinator.
- Assist in drafting Terms of Reference (TOR) for consultancy services and follow up to ensure deliverables meet organizational requirements.
- Monitor relevant activities, collect data, and report on progress and impact.
- Serve as the program’s security focal point, supporting implementation of security protocols, risk monitoring, and incident reporting.
- Assist in staff security briefings, trainings, and coordination with the organization’s security/management team and external security partners such as UNDSS and UNOCHA at Zonal/Regional level.
- Coach, mentor, and provide the required technical support to project officers, Social Workers and interns to strengthen their professional capacity and ensure quality service delivery
- Follow up on, support the development, and assist in reviewing staff personal development goals of Project Officers
- Perform other duties as assigned by the Program Coordinator.
Financial Oversight Responsibilities:
- Monitor project area-level expenses to ensure compliance with budgets and organizational policies.
- Verify project office financial documents, vouchers, and expense claims for accuracy and compliance
- Coordinate with project office finance teams to ensure timely reporting and accountability.
Gender Transformation Responsibilities:
- Support the design, integration, and monitoring of gender-responsive strategies across project activities.
- Promote gender equality and social inclusion (GESI) in project planning, implementation, and evaluation.
- Facilitate gender analysis and participatory assessments to inform program decisions.
- Advise project teams on gender-sensitive approaches and challenge gender norms where necessary.
Safeguarding Responsibilities:
- Support safeguarding risk assessments and mitigation plans in project activities.
- Provide guidance and training to staff and partners on safeguarding practices.
- Monitor and report safeguarding incidents following organizational protocols.
- Act as focal point for safeguarding queries in project implementation
Environmental Protection
- Ensure environmental protection considerations are integrated into project planning and implementation in line with organizational policies.
- Identify potential environmental risks related to project activities, report and support mitigation measures.
- Promote environmentally responsible practices such as efficient resource use, waste reduction, and awareness among staff, partners, and communities.
Accountability
- Supervision: Works independently on assigned tasks and in collaboration with other officers; reports regularly to the Program Coordinator.
- Decision Making: Responsible for logistics related to project activities under guidance from the Program Coordinator.
