About the Organization
The Ethiopian Women Lawyers’ Association (EWLA) was established at the federal level in 1995 by female legal professionals and was registered as a civil society organization. For the last 30 years, it has been working to stand for justice and equality for Ethiopian women. It implements 5 major programs, including Advocate for Women’s Rights, Public Education and Capacity Building, Comprehensive Free Legal Aid Service, Empower Female Legal Professionals and Foster Networking in the Legal Sector, as well as Professional Ethics and Quality Legal Services. It The Association has its headquarter in Addis Ababa, and regional branch offices in Adama, Hawassa, Bahir Dar, Gambella, Asosa, Jigjiga, Semera, and Dire Dawa. Moreover, it has established 57 volunteer committees at zonal and district levels and launched a multilingual Toll free Hotline center “7711” which provides services in Amharic, Afaan Oromo, and Tigrigna.
Job Summary
The programs officer will provide oversight the programs and projects. She/he will collaboratively work with the other consortium Managers and relevant members of the department’s staffs according to the donor requirements. Programs officer work to assist project manager teams with the coordination of resources, equipment, meetings, and information. She/he organizes projects with the goal of getting them completed on time and within budget.
Main Duties and responsibilities
- Develop annual work plan for the projects according to donor and organization guidelines.
- Plan and execute program activities in timely and accurate manner
- Support and ensures development of sound detailed implementation plan and budget forecast by the implementing partners, which includes monthly, quarterly and annually activity implementation plan.
- Develop concept papers and proposals as per the donor requirement and due diligence
- Conduct effectively and efficiently works with all projects staffs and partners to ensure timely submission of for narrative and financial reports inputs
- Prepares narrative reports on the implantation of projects activities and its progress against expected results, annual, semiannual and final report, as per the requirements of the donor.
- Prepares projects proposals and support projects development and formulation, design, planned and monitor sub projects.
- Oversees monitoring and evaluation activities, working closely with partners to ensure strong system for projects data collection, entry and analysis, providing support where needed.
- Collect, organize and analyze data in a systematic way to be easily retrieved and utilized whenever it is needed.
- Regularly monitors and follow up on budget utilization and projects expenditure, and analysis of over and under spending
- Facilitates communications and interaction among the partners, finance team, and donors where applicable.
- Ensure timely submission of Financial and activity reports to stakeholders and donors as per their requirements
- Compile and share weekly/monthly/quarterly report using the appropriate reporting template; review and share high quality and timely reports;
- Maintaining and monitoring project plans, project schedules, work hours, budgets, and expenditures.
- Organizing, attending, and participating in stakeholders’ meetings and preparing necessary presentation materials for meetings
- Documenting and following up on important actions and decisions undertaking project tasks as required by the donors.
- Ensuring projects adhere to frameworks and all documentation is maintained appropriately for each project.
- Assess project risks and issues and provide solutions where applicable.
- Facilitate and provide capacity building support and training, coaching and skill development for the project team
- Ensure stakeholder views are managed towards the best solution.
- Direct project correspondences by preparing and reviewing project proposals, memos, meeting minutes and emails.
- Communicate with clients to identify and define project requirements, scope and objectives
- Provide updates, reports and critical analysis of field reports to the Programs Coordinator, and Programs Manager, as appropriate;
- Analyze and troubleshoot program challenges
- Carries out other duties assigned by the immediate supervisor

Salary: As per the Association’s scale
Duration: One-year contract with possibility of Extension

Academic Qualification
- Bachelor or Master’s Degree in LLB or Project Management or relevant field of studies
Work Experience
- 4-5 years of work experience
Desirable Trainings
Trainings in project management, proposal development, Proactive budget management, Effective management of project resources, Design and implementation of training and technical assistance plans, research and development initiatives, Evaluation plan and tool development etc are advantageous.
