Ethiopia Multi-country office (ETMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4)  Horn of Africa countries  (Ethiopia, Djibouti, Sudan and South Sudan).  ETMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, Resilient infrastructure among others.

Our goal is to support countries, help people in need and enable our partners through  delivering on our mandate of infrastructure, procurement and project management in the countries in the Horn of Africa.  Building on our global experience successfully delivering projects in complex operating environments, a healthy pipeline of engagements are at various stages of discussion with our priority partners.

Project Background

UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building, technical assistance etc. UNOPS is selected to manage and implement the project by creating a project management unit (PMU).

This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.

The Program Management Support Officer will report to the UNOPS Project Manager, and will be working day-to-day in close and collaboration with the client institution, particularly the Regional Health Bureau Office. The PM will also gather feedback from the client to manage and assess the deliverables.

Scope of Work/ Objective

The main objective is to support in strengthening the health system (LMG, HMIS, logistic and supply, HRM, low progress of health care financing implementation status and effective budget utilization problems) and program based performances.

 Functional Responsibilities

  • Support the preparation of a plan of action to undertake the detailed technical support of both health systems & programs based on the respective strategic objectives of Regional Health Bureaus (RHB).
  • Support in strategic planning, implementation, monitoring and evaluation.
  • Support each case teams/departments of the RHBs in strengthening the health systems i.e. leadership, management and good governance ,HMIS, logistics and supply , human resources  management and development and health care financing and effective budget utilization and the health service deliveries of  program performances.
  • Support the respective Regional management team/committee on a day-to-day basis, providing guidance and building capacity of the Region, zonal and woreda health offices  for effective coordination and achievements  of the implementation of the annual plan.
  • Support the development of a supervision plan, tools and participate with the Regional health bureau  focusing on health systems strengthening and programs including the Health Development Army and Health Extension Programs.
  • Facilitate integrated supportive supervision with RHB to monitor implementation of different health programs; provide feedback and corrective measures on-site to the Health Bureau, zonal, Woreda and facility.
  • Support performance review of Region by documenting baseline of health service performance indicators, identifying gaps, assisting in the preparation of plan of actions, and liaising closely with the ministry and other concerned partners to facilitate timely solutions.
  • Support maternal health programs to improve ANC, PNC ,emergency obstetrics care, skilled delivery, post-abortion care, family planning services,  etc.
  • Support regional programs including malaria prevention and control programs, TB prevention and control programs, HIV/AIDS prevention and control programs by assisting the Region’s efforts in community awareness, early detection and treatment, epidemic monitoring, improvement of HCT and ART services, etc.
  • Organize and facilitate Regional and zonal review meetings in collaboration with regional, zonal departments and or Woreda health offices.
  • Support the strengthening implementation of health extension programs of the region, zones and the Woredas by facilitating integrated refreshment training (IRT) and selection and deployment of Health extension workers.
  • Support the strengthening of the  implementation of health Development Army(HDA) for Benishangul Gumuz and Gambella and the establishment of the HD in Somali and Afar regions
  • Support zonal, woreda and kebelle’s command post to run their meeting according to the schedule as well as to submit the report to the respective body accordingly and strengthening  1 to 5 linkages and also closely working to strengthen the civil service change army.
  • Share and support the scale-up of best practices performance observed in any of the supervised Woreda’s  with other Woredas and different health facilities in the cluster.
  • Support the zonal technical advisors to strengthen their capacity and technical skills.
  • Participate and contribute to the task of different regional level technical working groups, forums, meetings, workshops to strengthen the respective region’s health systems and programs performances.
  • Perform other responsibilities within the scope of TOR

 Education/Experience/Language requirements


Education
 

  • A first University Degree (Bachelor’s Degree or equivalent) in Public Health or related fields is required. OR
  • Advanced university degree (Master’s Degree or equivalent) in Public Health or related fields is desirable.


Experience

  • Minimum of two (2) years experience working in Regional health bureaus & Zonal health department particularly health systems strengthening and different health programs is required
  • At least two (2) years of experience in health system & program management planning,  health data management, program monitoring and evaluation is required.
  • Experience in supporting region, zone and woreda health offices and health facilities regarding health system & program planning and implementation is desirable.
  • Work experiences in Developing Regional States is an advantage
  • Working experience with multiple stakeholders and establishing partnerships & Technical working groups is an asset.
  • Experience in Developing and conducting regional supportive supervision, coaching Review meetings is desirable
  • Ability to use statistical software packages for analysis is an advantage.

 

Language

  • Fluency in spoken, written and reading English is required.
  • Knowledge of another UN official language is an asset.
