WFP Ethiopia is working with the government and other humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

ORGANIZATIONAL CONTEXT

The conflict in the northern Ethiopia which started in November 2020 has contributed to an increase in number of food insecure people in both rural and urban communities in northern parts of the country. There are indications of disruptions of livelihood sources including on incomes and food sources. Food prices have increased in the affected regions, affecting availability and access to food by most vulnerable population groups. The Government of Ethiopia through Ethiopia Disaster Risk Management Commission (EDRMC), the Joint Emergency Operation (JEOP) for Food Assistance in Ethiopia   and World Food Programme (WFP) are providing emergency food assistance to food insecure people in Amhara region, where over 7 million people are receiving emergency food assistance. The food response is facing various response challenges including limited access to some of the woredas, resulting in delays in movement of food commodities to some distribution points. Partners are also working on coordination mechanisms to improve the food response, particularly on key issues that require attention of the clusters and partners including reviewing of monitoring mechanisms and beneficiary targeting processes. Partners are providing support to the Government on coordination of the humanitarian response, through the Emergency Coordination Centre (ECC), which is led by the Government of Ethiopia at regional level. The food cluster coordination support at regional level will be working with regional Government and partners to ensure effective delivery and distribution of food to affected people.

JOB PURPOSE

The Food Cluster Coordinator (FCC) plays a vital role in ensuring timely, coherent, and effective coordination of the food security interventions by mobilizing stakeholders to respond in a coordinated and strategic manner to food needs in Amhara region. The Food Cluster Coordinator will lead the food response coordination along with partners and stakeholders involved in the humanitarian response in Amhara region, and focus on:

KEY ACCOUNTABILITIES (not all-inclusive)

The Food Cluster Coordinator will work impartially with all members of the cluster and represents the group, and not a specific agency. S/he will work closely with the Office of Coordination of Humanitarian Affairs (OCHA) or their designated official in the region as required.  The food cluster coordinator will work closely with the Country level coordination structures – the Food Cluster perform additional responsibilities  as needed Coordinator and the Information Management Officers, by providing regular updates on food response, gaps and challenges that need advocacy at national level.
