Positions Summary

Health Poverty Action/HPA (registered as Health Limited) is an international non-profit founded with the vision towards a global community with equality. HPA approaches inequality in health outcomes beyond medical reasons and from social justice. HPA has more than 37 years of experience in Africa and has been operational in Ethiopia since 2005. HPA has implemented several successful projects in Afar, Addis Ababa, Amhara, Benshangul-Gumuz, Oromia, SNNPR and Somali regions. Most of the projects targeted communities residing in hard-to-reach areas with interventions focusing on maternal and child health; sexual and reproductive health and rights – including harmful traditional practices; prevention and control of communicable diseases; addressing malnutrition; GBV prevention and response.

Duties and responsibilities:

Serve as a country focal person for measles IgM RDT deployment, testing and reporting to determine the incidence and outbreak of measles in a population project.

The Program Coordinator will provide leadership on the overall program/project management [including operations, planning, implementation, monitoring and evaluation], and resource utilization for the project.  He/she will be responsible for promoting internal and external coordination, providing overall leadership to the operations team functions. The Program Coordinator will provide regular communication and coordination with country office and field managers to ensure project activities are carried out according to the highest standards and remain responsive and appropriate to the local context. The role is expected to ensure program quality of the project to be implemented.

Country Focal Person: Act as the primary point of contact for all matters related to measles IgM RDT deployment, testing, and reporting. Be responsible for tracking and reporting on the incidence and outbreaks of measles in the population.

Program Leadership: Provide strong leadership for the overall program/project management. Oversee all aspects including operations, planning, implementation, monitoring, and evaluation.

Resource Management: Effectively allocate and utilize project resources, ensuring optimal utilization of funds, manpower, and materials to achieve project goals.

Coordination: Promote effective internal and external coordination among project stakeholders. Facilitate communication between country office, field managers, and other relevant parties.

Operations Team Management: Provide overall guidance and leadership to the operations team. Ensure their functions are carried out efficiently and effectively.

Quality Assurance: Ensure the quality of the program by implementing and maintaining the highest standards in all project activities. Regularly assess and enhance the quality of project implementation.

Local Context Adaptation: Ensure that project activities are responsive and appropriate to the local context. Modify strategies as needed to suit the specific conditions and needs of the target population.

Communication: Maintain regular communication and coordination with both the country office and field managers. Keep them informed about project progress, challenges, and developments.

Program Monitoring and Evaluation: Implement a robust monitoring and evaluation system to track project performance, identify areas for improvement, and make data-driven decisions.

Programmatic Alignment: Ensure that project activities align with the organization’s broader goals and objectives. Collaborate with stakeholders to integrate the project seamlessly into the organization’s overall strategy.

Job Requirements

Qualifications:

  • MPH, MSC or higher degree in health or health-related disciplines
  • At least 7 years of relevant experience
  • Strong technical, analytical, conceptual, interpersonal, and partnership management skills

Additional skills that increase the competitiveness of the applicant:

  • Ability to work in a team environment within and outside an organization.
  • Experience or exposure related to research focused on outbreaks such as measles.
  • Contribution in publications in different scientific journals
  • Competence in project management
  • Strong interpersonal skills and ability to build relationships/partnership.
