Job Description

Position Summary:

The Program accountant is responsible for financial oversight, compliance and grant management of the MaYEA program. Manage cluster level program budget and ensure spending of funds according to MCF’s regulations and the PHE-EC financial management policies and rules. Develop cluster level program financial reports and support annual audits. Work closely with program team and PHE-EC national finance team to ensure the effective use of resources in order to achieve the program objectives in compliance with the MCF’s requirements and regulations.

Duties and Responsibilities

FINANCE:

  • Develop and coordinate financial reports and audits.
  • Work closely with the program staffs and allocable expenses and projection of expenses on monthly and quarter basis or depending on the donor requirements
  • In collaboration with the cluster coordinator will prepare and submit cash requests and financial reports to successfully administer finance.
  • Work with cluster coordinator to ensure compliance and effective and proactive fiscal management
  • Maintain financial files and records according to PHE-EC’s, MCF’s and the government standards.
  • Manage cluster level program payroll and legal deductions, and submit the same copies to PHE-EC head office.
  • Control and oversee annual budget preparations which include overseeing work plan costing and the integration of work plan and donor-approved budgets.

GRANT AND PROCUREMENTS

Assist in the design, development and implementation of services, under supervision of Program focal staff and in close coordination with cluster coordinator and other relevant Program staffs, to ensure compliance with donor and Organization’s policies and procedures, and achievement of intended results.

Ensuring compliance with all donor requirements and policies,

Works closely with sub-national hub PHE-EC programs and provide support focusing on compliance, grant and contracts management, and successful implementation of grant and contracts in the cluster level.

Works closely with relevant program at cluster level and ensure the proper preparation and execution of grant and contract documents and grant disbursements are consistent and compliant with donor and Organization’s requirements, policies and best practices.

Actively participate in the preparation of program procurement plan.

Control and led logistics and other logistics assignments that ensure goods, works and services are procured timely to facilitate program implementation and at the same time ensure value for money is in place at cluster level.

Work with PHE-EC head office procurement department to ensure vendors follow all the tendering regulations, procedures and instructions and meet organization procurement internal policies.

Ensure that program resources are effectively managed (assets and equipment, human resources, finance).

Perform other duties as deemed necessary.

Job Requirements

Education Background

  • BA/MA in Accounting, Finance, Business Administration in finance, Business management.

Work Experience

  • Minimum of six years with relevant experience of three years in accounting or Finance manger positions
  • Two years of experience in national CSOs or international NGO

Skills/Knowledge and Competencies

Ability to exercise sound and timely judgment and maintain the confidentiality of sensitive information.

  • Good skills in application of accounting software
  • Proficient skill in excel and other MS computer applications
  • Ability to perform and prioritize multiple tasks.
  • High degree of professionalism
  • Good interpersonal (verbal and written) communication skills, including professional fluency in English.
