POSITION SUMMARY

The Procurement Team Leader is responsible for planning, coordinating, supervising, and monitoring the procurement activities of FDRE MESOB. The position ensures that procurement processes are conducted efficiently, transparently, competitively, and in accordance with applicable government procurement requirements, internal policies, donor requirements where applicable, and FDRE MESOB’s strategic objectives.

DUTIES AND RESPONSIBILITIES  

  • Prepare and consolidate the annual and periodic procurement plans of FDRE MESOB.
  • Ensure procurement activities are aligned with approved budgets, annual plans, and organizational priorities.
  • Lead and coordinate procurement processes from requisition through contract award and delivery.
  • Review purchase requisitions, specifications, terms of reference, bills of quantities, and other procurement documents for completeness and compliance.
  • Prepare or coordinate the preparation of bidding and solicitation documents.
  • Manage requests for quotations, bids, proposals, and other competitive procurement processes.
  • Coordinate bid/proposal opening and evaluation processes in accordance with applicable procedures.
  • Ensure procurement evaluations are objective, transparent, properly documented, and based on approved criteria.
  • Facilitate purchase orders, contracts, and other procurement agreements.
  • Follow up on contract implementation, delivery, inspection, acceptance, and payment processes.
  • Establish and maintain an updated supplier/vendor database.
  • Conduct supplier identification, market research, and price comparisons.
  • Monitor procurement contracts and purchase orders to ensure timely implementation.
  • Maintain an organized contract register.
  • Follow up on outstanding deliveries, incomplete works, and supplier obligations.
  • Promote electronic procurement records, digital approvals, supplier databases, and procurement tracking systems.
  • Identify training and capacity-building needs for procurement personnel.
  • Promote teamwork, professionalism, accountability, and ethical conduct.
  • Maintain procurement tracking and monitoring systems.
  • Prepare reports on procurement status, supplier performance, savings, delays, risks, and outstanding actions.

About You

  • Bachelor’s degree in Procurement and Supply Chain Management, Logistics and Supply Chain Management, Business Administration, Management, Accounting and Finance, or a related field with a minimum of 8 years of relevant professional experience in procurement and supply-chain management.
  • Experience in procurement of ICT equipment, software, consultancy services, infrastructure, office equipment, and other institutional requirements is an advantage.
  • Good understanding of public procurement requirements and procedures in Ethiopia.
  • Expert capability in drafting, consolidating, and executing annual procurement plans tied to institutional budgets.
  • Strong track record in contract administration, supplier evaluations, performance tracking, and vendor database management.
  • In-depth knowledge of Ethiopian public sector procurement standards, competitive bidding laws, and donor requirements.
  • Hands-on experience sourcing technology assets, enterprise software, civil infrastructure, and specialized consulting services.
  • Proven ability to supervise procurement personnel, promote transparency, and champion digital e-procurement solutions.
  • Excellent written and oral communication skills, multilingual fluency is preferred.
  • High ethical standards, unwavering integrity, and absolute impartiality, strictly adhering to the FDRE MESOB Service Code of Ethics.
  • Highly proactive with exceptional attention to detail, strong time management, prioritization skills, and a demonstrated ability to manage multiple priorities under tight deadlines.
  • Strong interpersonal skills coupled with high adaptability, resilience, and operational flexibility during major campaigns, events, policy reviews, or legislative processes.
