Background

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centred on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.

The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating.  platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions. The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

Position summary:

Under the direct supervision of the Operation manager of Somali Regional Office, the Procurement Officer is responsible for executing and facilitating procurement of goods, services and works required for ATI’s program and operational needs in accordance with the policies and procedures of ATI, Federal Public Procurement, other donor Procurement requirements and guidelines. He/she will work in the consolidation of procurement plan & execution of all the procurement activities and process based on a transparent, fair competition, and best value for money. The Regional Procurement Officer will primarily report to the Operation manager.

Duties and responsibilities:

  • Support Operation Manager/Team Lead of the Somali region to ensure effective service delivery.
  • Review Specification for goods/Terms of Reference for service before commencing the procurement process for their compliance requirements.
  • Actively involves in the preparation of consolidated ATI`s procurement requests and detailed procurement plan.
  • Actively takes part in the Procurement team in performing risk management regarding supply contracts and agreements.
  • Actively involves in managing the procurement team including setting targets and monitoring performance.
  • Provides support to procurement officers in preparation of bidding documents, bid evaluation proceeding and contract documents preparation.
  • Prepares procurement evaluation reports to Procurement Endorsing Committee.
  • Regularly updates procurement status on the ERP to make sure Service Level Agreements are met.
  • Prepares and submits periodic procurement status reports on timely basis.
  • Assist in the identification of new work areas including the sourcing of new suppliers, methods.
  • Updates vender list periodically to meet the requirements of the ATI.
  • Follows up the implementation of procurement contracts and other additional contracts as per the request from the immediate supervisor.
  • Performs any other duties assigned to him/her as deemed necessary by his/her immediate supervisor.
  • Procurements Supervision, including day-to-day progress monitoring, reviewing deliverables, assessing progress, and contributing to supervision documentation.
    Prepares and facilitates training on procurement.
  • Examine and re-evaluate contract agreements and report to a concerned Procurement Manager /Director when there are any deviations.
    Required qualifications, competencies, skills, training, and experience:
  • Bachelor’s or master’s degree in Logistics and Supply Chain Management, Procurement and Supply Management, or other related fields.
  • At least 4 years of relevant experience for a bachelor’s degree or 2 years for a master’s degree.
  • Knowledge and experience of Government, World Bank, USAID, UN Agencies and other donors’ procurement procedures and practices
  • Experience working in donor financed project(s) is a plus.
  • Good knowledge of ERP is a plus.
  • Experience in collecting and analyzing data.
  • Ability to establish and maintain effective working relationship.
  • Ability to work in a multi-cultural environment.
  • Competent in utilizing essential computer applications.
  • National, Regional and English language skills.
  • Experience working Government and in donor financed project(s)
  • Good knowledge of supplies management software.
