Through its new initiative, Project WISE (WASH in Schools for Everyone), Splash aims to reach 100% of government schools in Addis Ababa with full WASH coverage by 2023.

Position Overview:

Historically, procurement of works, goods and services for Splash’s programming in Addis has been facilitated by a variety of teams within the organization. With the launch of Project WISE (WASH in Schools for Everyone), the project work has increased to the point where Splash needs a full time Procurement Coordinator. In close coordination with technical area leads and support staff (primarily the Splash Ethiopia Procurement Committee), the Procurement Coordinator will carry out all procurement and contracting for the Splash office in Addis. This will include procurement related to Splash’s full scope of water, sanitation, hygiene, and menstrual health programming at schools in Addis. It will also include international logistics and other procurements, facilitating specifications and regulatory information, developing RFP/RFQ’s for goods and services, contract Administration, and procurement policy monitoring and compliance.

Specific responsibilities will include:

  •  Serve as a secretary for Splash Ethiopia Procurement Committee and as such organize committee meetings, record and document meeting deliberations, and take action on meeting recommendations and decisions.
  • Procure high quality goods and services and manage supplier relationships for Splash Addis per organizational guidelines. Proactively identify opportunities for Splash to reduce cost without sacrificing quality.
  • Advocate and the application for money
  • In close coordination with Splash technical and support staff, develop RFQ/RFP documents, manage the floating and collection of proposals, evaluation, and contract award. Develop standard contract templates and maintain legal contract documents.
  • Provide technical oversight in procurement processes as needed, from specification development to tenders and logistics.
  • Be the primary contact person to suppliers/vendors to ensure transparency, consistency, economy, efficiency, effectiveness, accountability, fairness and integrity.
  • Conduct procurements for institutional requirements such as vehicles, office supplies, and facilities needed for goods and services.
  • Provide technical backstopping on other in country procurement related issues and streamline processes for low value procurements (under procurement minimum).
  • Participate in policy development/refinement and in operational activities.
  • Manage procurement records, including the storage of RFP/RFQ’s, vendor selection records, purchase orders and contracts, vendor lists, corrective action requests and implementation of record keeping systems (i.e. filtration and Water Station).
  • Provide oversight on international logistics, particularly inbound shipments of safe water system components.
  • Maintain and update a list of suppliers and their qualifications, delivery times, and potential future development.
  • Work with team members to complete additional duties as needed.

Reports To: Splash’s Director of Finance and Operations in Addis

 Compensation and Benefits: Based on the organization scale

Job Requirements

 Required Skills:

  •  Demonstrated ability to work independently.
  • Excellent organizational, planning, and problem-solving skills.
  •  Excellent financial management skills
  • Excellent written and verbal communication skills.
  •  High proficiency with Microsoft office, including word processing, spreadsheets and presentations.
  • High degree of integrity and ability to manage conflicts of interest
  • English fluency.

Required Experience:

  •   Bachelor’s in Supply Chain Management, Marketing, Purchasing, Accounting, Finance, Economics, or related field, plus five year’s related work experience including demonstrated experience in commercial terms, logistics, and procurement rules, or a combination of equivalent education and experience.
  • Experience with Ethiopian Acquisition rules. International procurement experience desired.

Preferred Experience:

  •  Supply chain management
  • Demonstrated experience with the acquisition of equipment, supplies, commodities, or services and goods
  • Experience managing competitive bidding and purchasing processes

Additional Requirements:

  •  Professional English fluency, familiarity with technology applications and Microsoft Office
  •  Compensation: Commensurate with experience
