Purpose of the job

The Procurement and Fleet Operation Officer is part of Tigray Regional Operations team, which focuses on providing procurement and fleet support services in the Tigray regional office, to ensure the availability and quality of procurement and fleet management system to fully support SNV Tigray regional office operations.

The main purpose of the Operation Officer (procurement and fleet) is to work as part of the regional; operation team, managing all responsibilities related to procurement and fleet, S/he is responsible for ensuring quality in fleet, and procurement support in SNV Tigray regional office.

Key Responsibilities:

Procurement

  • Receive and process orders assigned for Tigray regional office, checking that order has been correctly filled, that quantity/specification is provided, and the order has been properly authorised.
  • Ensure compliance with SNV and donor procurement policies and procedures. Work with SNV Addis Ababa Office in the development of the vendor list and participate in market assessment as required.
  • Ensure all procurement files are held in soft copy in the procurement and contracting share point, and the completed file is correctly labelled.

Fleet Management

  • Ensure log sheet are completed on a daily basis by drivers/passengers (movement sheets, repair sheets, fuelling record, etc.).
  • Ensure daily and weekly check lists are completed for all vehicles.
  • Ensure proper fleet data and period report on insurance and other owner ship renewal requirement to logistics specialist/Operation manager.

Supervision 

  • Directly supervise SNV Tigray regional office-based drivers in carrying out their duties.
  • Report any maintenance and service requirement to SNV Addis Ababa Office.
  • Complete regular performance appraisals for drivers in line with SNV Human Resource Performance Management System and report to logistics specialist or his line management any disciplinary issue.

Fuel Management

  • Supervise regional based vehicle fuel usage management on both cash and E-card including fuel usage recording, handling of electronic fuel card if any, fuel replenishment on monthly base.
  • Implement SNV fuel control systems to ensure fuel consumption is in line with normal vehicle efficiency standards.

Additional Roles

  • Submit procurement and fleet report to SNV Addis Ababa Office
  • Ensure safety of vehicle, Motor bikes, and keys for vehicle and motor bikes in SNV Tigray regional office.
  • Perform any other duties assigned by the line Manager or his/her supervisor.

Qualifications

  • Bachelor’s degree in Procurement and Supply Chain Management, Logistics, Business Administration, Management or a related field.
  • A minimum of two or three years of relevant experience in operations and procurement activities.
  • Good knowledge of purchasing systems/procedures, fleet management
  • Knowledge of Donor funding regulations.
  • Excellent skills in purchasing techniques within the context of this position.
  • Good computer skills: Excel, Word, the purchasing system and SAP BD system.
  • Attention to details.
  • Ability to plan with good organizational skills, including prioritization and ability to work under pressure.
  • Initiative and ability to follow up on issues.
  • Good reporting and communication skills.
  • Good written and spoken English.

Additional Information

Contract Type: National

Expected start date: As soon as possible

Duty Station:  Mekelle

Contract Duration: One year with the possibility of extension based on performance and budget availability.
