Ethiopian German Energy Partnership / cooperation

Brief Description of the project/ unit

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes complex reforms and change processes. In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian Government and other international donors.

Ethiopian-German Energy Partnership/Cooperation 

The global programme „Support to bilateral energy partnerships in developing countries and emerging economies” commissioned by the German Federal Ministry for Economic Affairs and Climate Acton (BMWK) has the objective to support the development of dependable, renewables-based energy systems in partner countries, building on professional dialogues and ample expertise of the German energy transition (“Energiewende”). Besides practical projects and policy support, the programme promotes networking with private sector associations and companies to foster knowledge exchange and capacity development as well as market opportunities.

The Ethiopian German Energy Partnership/Cooperation was established in November 2019 with a joint declaration of intent signed between the Ethiopian Ministry of Water and Energy (MoWIE) and the German Federal Ministry for Economic Affairs and Climate Action (BMWK) on the establishment of a project-based energy cooperation.

Objective

The overarching shared objective of the is to foster a secure and sustainable supply and utilization of energy also in the light of international climate protection efforts, recognizing the importance of private sector participation in promoting renewable energy and energy efficiency, as well as the fundamental role of communication strategies to raise the public awareness on energy transition.

The overall objective is expected to result in the following outcomes:

  • Energy policy dialogue between Germany and Ethiopia takes place regularly through selected exchange formats.
  • Engagement of the Ethiopian and the German private sector and other international and local key players contribute to the implementation of the energy partnership.
  • The German energy transition approach continues to be considered as a successful approach in Ethiopia.

Responsibilities and Duties

Job Description

Responsibilities

Strategic support, implementation and monitoring of project Policy and strategic dialogue work under the supervision of Head of Secretariat of the Ethiopian German Energy Partnership/Cooperation. The position includes specific policy and strategy analysis support, stakeholder coordination, moderation and communicating, monitoring and evaluation of interventions and dialogue outcomes. This role requires coordination with other Energy Portfolio Ethiopia (EPE) units and/or projects, the climate cluster office and the projects with in and the GIZ Ethiopia country office.

Tasks

Within the framework of the responsibilities of the position, he/she fulfils the following tasks:

 policy advisory

  • Overall support on the implementation of the policy and strategy related initiatives of the energy partnership focused on energy transition & sectoral transformation issues.
  • Providing policy and strategy analysis support to the energy transition issues undertaken in the context of the energy partnership/ cooperation
  • Coordinating the technical level sector partnership and engagement of the program that involves federal, regional and local government as well as various other non-governmental stakeholders.
  • Provides analytical feedback to the conceptualization, formulation, design and implementation of initiatives under the partnership and related interventions
  • Organizes, at project level, undertakings that demand macro and sector level perspectives.
  • Collates component engagements, internal as well as external, that involve policy and regulatory adjustments.
  • Provides policy guidance to public private dialogues, technical assistance, co-financing schemes and competitive grant schemes as applicable
  • Leads the data collection, analysis, reporting and distribution efforts of the component with regards to policy and strategy-oriented interventions.
  • Serves as the focal person for all policy and strategy-oriented actions, relationships and engagements of the partnership/ cooperation, both internal as well as external.
  • Collaborates with the responsible private sector and public sector agency in crafting the business agendas for effective and on-time public private dialogues.
  • Produces the detailed structural, content, publication and distribution plans for household energy policy briefs that will be instrumental in promoting sectoral transformation.
  • Collaborate in the regulatory analysis for inclusive sectoral development, wherein constraints to progressive household energy sector are identified and potential solutions are identified.
  • Provides analytical guidance to the promotional and awareness creation schemes of the component with focus on outreach
  • Takes part in the review, deep dive analysis and mapping of solutions of the household energy investment environment so as to optimize FDI attraction in collaboration with various internal as well as external stakeholders.
  • Creates the policy analysis for functional support to the Ethiopian Cooking Alliance, sectoral associations, industry associations and other platforms with the aim of strengthening advocacy towards strong private sector.

Networking and Cooperation:

  • Collaborates with focal persons of government agencies (regional as well as federal), private sector representatives, chambers of commerce, sectoral associations, industry associations and others for an effective implementation of public private civic society dialogues and other forms of policy discussions.
  • Works closely with commissioned contractors and consultants for an effective capturing of policy aspects in all third-party outputs and outcomes.

Coordination and Oversight

  • Supports in overseeing all policy/ strategy related outcomes at cooperation level and collaborates with the project manager to make sure that such outcomes are in line with broader program objectives, targets and expectations.
  • Plans, implements and monitors the policy and strategy support provisions to activities under the partnership/cooperation…
  • Supports the coordination of the policy level partnerships with internal as well as external stakeholders, including government agencies, nongovernmental agencies, embassies and industry for integrating policy and strategy reform efforts.
  • Collaborates with policy advisors of the other components to ensure optimal synergy between sector level interventions of GIZ in the Ethiopian energy sector.

Knowledge Management

  • Collects, analyzes and documents all policy level happening in the Ethiopian Energy sector
  • Under the guidance of the project manager, serves as a focal person for all policy / strategy related developments in the partnership and collaborates with policy advisor in other components to fulfill the policy objectives of GIZ Ethiopia in the Ethiopian Energy sector.
  • Maintains all intermediate and final outputs of contractors and commissioned consultants on issues related to the policy space.
  • Tracks and records all policy developments attained through public policy dialogues, industry level discussions, local level multi-stakeholder platforms and national sector platforms.
  • Manages the intermediate and final outputs of the development process of policy briefs in the partnership.

Other Duties

  • As required, represents the project in internal as well as external policy / strategy discussions on energy transition and issues.
  • Provides support in effective and efficient utilization of resources at project level by way of identifying linkages and overlaps.
  • Helps in strategizing activity implementation approaches at project, service and individual levels.

Job Requirements

Qualifications

  • Master’s Degree or above, development studies, in policy analysis, Economics, sustainable development, public administration, political science, development economics, international business or related fields.
  • Minimum of 5 years of experience in policy analysis, public policy planning or development management, stakeholder coordination and management.  Knowledge of the energy policy space is essential.
  • Excellent analytical, writing, presentation, communication and relationship management skills.
  • Fluent in English, knowledge of German is an advantage.
  • Willingness to frequently travel outside of Addis Ababa.

Professional experience

  • Implementing corporate wording and corporate design guidelines
  • Conceptualization and development of communication products and tools
  • Supervising production and quality of communication products and tools.
  • Liaising and coordinating with various stakeholders and external providers.
  • Event organization and management including developing event concepts.
  • Good experience in monitoring processes, evaluating outcomes, documentation including taking photos and knowledge management.
  • Basic design, content development, editorial and copyrighting experience in English and Amharic.
  • Excellent moderation, presentation skills, and confidence to present the project to various stakeholders concisely and effectively
  • Dedicated, reliable team player and highly adaptive, accommodative and have intercultural sensitivity and ability to handle pressure and discourse in professional setting
  • Good diplomatic and intercultural skills and a sound awareness and sensitivity to the gender issues.

Other knowledge, additional competencies

  • Excellent English language proficiency, both in written and spoken form. Knowledge of German is an advantage.
  • Experience in handling procurement processes and managing consultants towards the successful delivery of their assignment is considered an asset especially with GIZ processes and procedures;
  • Proficiency in computer skills, use of relevant software and other applications strong analytical, research and documentation skills;
  • Willingness to frequently travel to other regions in Ethiopia.
