About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of Currently the Society has 14 regional branches, 40 zonal branches, 180 woreda branches, and 5,871 Kebele Red Cross Committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

2. Project Background:

The project “Strengthening Institutional Disaster Preparedness in Ethiopia” aims to enhance the institutional capacities and coordination mechanisms for Disaster Risk Management (DRM) in Ethiopia, focusing on Anticipatory Action (AA) and Early Response (ER). This project is implemented in collaboration with the Ethiopian Red Cross Society (ERCS) and the Netherlands Red Cross (NLRC), at targeted ERCS regional and zonal offices in Tigray, Oromia, Somali, and Afar regions.

3. Job Summary

Under the general supervision and guidance of the PMER head, the planning and reporting specialist focuses on detailed planning, coordination, and reporting of activities at HQ and branch levels, ensuring the integration and quality of operational plans and timely reporting.

4. Specific Duties and Responsibilities

  1. Provide technical support to HQ work units and branches on Annual Operational Plan preparation.
  2. Ensures the quality and integration of the Annual Operational Plan prepared by HQ and branches.
  3. Compiles and consolidates the Annual Operational Plan and periodic reports of the National Society in collaboration with HQ units.
  4. Collaborates with capacity building work units to develop SOPs and operational guidelines on PMEL, ensuring they are implemented across all units and branches;
  5. Supports the coordination of program and project proposals before submission to partners.
  6. Prepares and manages the reporting timetable, ensuring timely preparation and submission of reports to internal and external stakeholders.
  7. Collects and documents key issues from project field monitoring reports and incorporates them into the National Society periodic reports.
  8. Leads the coordination of periodic report preparation at HQ and branch levels.
  9. Ensures that all programs and projects have well-defined Monitoring and Evaluation Plans.
  10. Provides support in monitoring the implementation of projects by tracking progress and performance based on set indicators.
  11. Supports the coordination of program review sessions and organizes periodic monitoring activities.
  12. Ensure the incorporation of Protection, Gender, and Inclusion (PGI) aspects across all National Society (NS) activities during project design, implementation, and reporting;
  13. Performs other activities when needed and requested by his/her line manager.

5. Job Specification

  • Second/First degree in Project management, Monitoring and Evaluation, Statistics, Economics, Management, Development planning, Supervisory management, and 4/6 years related work experience.
