ORDAETHIOPIA is a non-governmental organization dedicated to improve livelihood and environmental security in Amhara Region as well as in Ethiopia since 1984 G.C. It envisaged to bring the above changes in the community by working on environment and climate change, water and irrigation, agriculture, nutrition and disaster risk management, gender, disability inclusion and youth Employment and food commodity management and emergency response interventions. ORDA Ethiopia is a highly result oriented organization with dedicated management and competent staffs. Program overview
Mass Youth Employment in Apiculture (MaYEA) program is a five-year youth employment creation program funded by Mastercard Foundation to be implemented in 9(nine) regions of Ethiopia. The program is divided in to two sub national hubs. ORDA Ethiopia, as a lead organization will coordinate the implementation of program in 61 woredas of the North and North West Ethiopia hub of the program includes Amhara, Afar, Benishangul Gumuz and Tigray Regions. The program plans to help jobless youth to create jobs for themselves by participating them mainly in apiculture value chain and other complimentary value chains. The main interventions of the program are i) increasing national honey and bees wax production; ii) improving honey quality to meet both national and international standards; iii) promoting market-driven value addition and product diversification; iv) enhancing integration of apiculture with other complementary value chains; and  v) improving enabling environment for youth and apiculture sector development.
Position Summary:
The PMEL lead will lead the design, implementation and operation of PMEL system from program initiation to close out. Supervise and manage the program’s PMEL team and oversee the collection, management, analysis, and use of program data, ensuring that lessons learned are integrated into program implementations to continuously improve quality of interventions and outcomes. Responsible for documenting and disseminating program successes, challenges and lessons learned. Responsible for designing and conducting assessments and evaluations to address program needs. Provide technical leadership and supervise staff, and oversee data management on gender-related analysis, and on-going training to program clusters officers. Strengthen and direct MAYEA Sub national program hub planning, monitoring, evaluation and learning activities to ensure robust reporting, accountability to the program stakeholders, and application and sharing of learning to improve program performance.

Duties and Responsibilities

PROGRAM WIDE MONIOTIRNG, EVALUATION, REPORTING:
  • Assist the sub national hub program Director with development of the PMEL Plan for the program, including indicator selection, target setting, reporting, database management, and developing PMEL and/ performance monitoring plans.
  • Leads to the development of annual work plans to identify program targets for sub national hub including IPs.
  • Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
  • Oversee the program monitoring, evaluation and learning of performance and results, providing regular program reports to the different stakeholders of the program
  • Responsible for supporting the preparation and review of program reports in collaboration with program staff.
  • Manage research activities and ensure outcomes and lessons learned are integrated into the program and shared with relevant stakeholders.
  • Prepare regular reports and submit to MCF and national hub.
  • Provide training and mentoring to Cluster staffs to ensure the implementation of strong PMEL systems.
  • Design and manage gender-disaggregated beneficiary monitoring and database systems.
  • Drive the implementation of MAYEA Sub-National Hub Program’s result frame works.
  • Drive internal learning and the use of MEL findings and facilitate opportunities.
  • Advise MAYEA Sub National Hub program management on PMEL processes and outcomes including strategic directions and areas for program improvement.
  • Ensure MAYEA Sub National Hub Program technical staffs are supported in monitoring and assessing progress of the program.
  • Ensure quality assurance of the technical supports through verifying the tools and techniques are followed properly.
DEVELOPING PMEL CAPACITIES
  • Provide capacity building support, coaching and mentoring for hub and IPs staffs.
  • Ensure the PMEL staff good understanding of feedback mechanism to spot and cases with in the existing system as well as clear understanding of data protection.
  • Developing the beneficiary data base for the MAYEA program in consultation with the national hub and IPs.
  • Ensure alignment of program systems and approaches with donor monitoring and evaluation guidelines, protocols, information and reporting systems
  • Facilitate learning and use of evaluation findings, conducting internal reflection and discussion and reviews to inform program improvement as well as promoting and facilitating opportunities.
  • Ensure that a robust risk identification and management framework for the program is built and monitored.
  • Ensure ORDA Ethiopia Safeguarding policy is effectively implemented and report any form of abuse to the safeguarding officer
DOCUMENTATION AND DISSEMINATION OF LESSONS
  • Improve quality of data through data verification procedures, including routine data quality audit.
  • Support the documentation and dissemination of lessons and good practices and facilitate the use of such data for program improvement.

Job Requirements

Minimum qualifications and requirements:
Education Background
  • MSc/MA in Monitoring and Evaluation, Economics, International development, project Management, statistics.
Work Experience
  • 8(Eight) years of experience in monitoring and results reporting for development sector, with a thorough understanding of international best practices in a wide range of quantitative and qualitative evaluation methods and data analysis.
  • Proven record in the design of effective monitoring systems, data collection tools, building staff capacity in monitoring, reporting and consolidating data from multiple locations, organizations for results reporting at hub level.
  • Experience in project management; need assessment, planning, monitoring, evaluation and Accountability is required.
  • Work experience in international NGO
  • Two years of experience in managerial position.
Skills/Knowledge and competencies
  • Skilled in the development and use of data bases and systems of visualizing, entering, processing/cleaning and extracting data, including experience in web based monitoring and reporting systems-
  • Advanced computer and data analysis skills (SPSS, spread sheet and other applications)
  • Strategic thinker, with well-developed analytical skills and meticulous attention for details.
  • Ability to train and motivate program and sub grantee staff on PMEL system monitoring and result reporting and using of online reporting tools.
  • Excellent communication, facilitation and report writing skills in English.
  • Strong people skills (influencing and relationship building) ability to work in inclusive and gender sensitive environment.
  • Ability to frequently travel to the operational areas
  • Ability to work effectively in complex environment, building successful work relationships across IPs and persuading skill with diplomacy.
