OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

The Programme seeks to promote and uphold the humanitarian and public health principles by leading a coordinated and effective health sector response together with the national and international community, with specific attention to vulnerable and marginalized populations, through effectuating WHO’s commitment to work within the framework of the Interagency Standing Committee (IASC) and the cluster approach.  The incumbent will be responsible for performing a dedicated coordination, health needs assessment, strategy development and resource mobilization, supporting the implementation and, monitoring the joint incident management system and advocacy function.

An exceptional three-season drought sequence has struck the Eastern Horn of Africa due to the poor rains in October-December 2020 and March-May 2021 followed by an extremely dry October-December 2021 season. In Ethiopia, millions are estimated to be in need of life saving humanitarian assistance affecting Somali region, Oromia and SNNP and southwest regions. To reduce excess morbidity and mortality resulting from the public health consequences of the drought-related humanitarian crisis in Ethiopia, WHO will be working with the Federal Ministry of Health, Ethiopian Public Health Emergencies Institute (EPHI) and health partners to respond to this emergency while building on existing health sector development programmes, enhancing preparedness for further deterioration of the humanitarian situation, boosting capacities and integrating risk reduction and resilience building components to foster long-term development solutions to the crisis.

PURPOSE OF THE POSITION

The OSL Assistant will support logistics and operations units. He/She will assist the Drought Response teams in the establishment of the tactical means to perform the setting and management of the WHO and EOC premises, ensuring timely and adequate supply of the required medical and non-medical commodities and providing health logistics support to ensure that WHO health activities are performing up to Sphere standards. The incumbent will be deployed to emergency operations when required.

Under the overall guidance of the OSL Officer, Field Coordinator and the Incident Manager, and within the delegated authority, the OSL Assistant will support Health Response implementation by assisting one or many of the five OSL OSP portfolio required competencies: (1) Air OPS support; (2) Emergency construction; (3) Office, EOC and accommodation management; (4) Supply Chain Management, (5) Preparedness and readiness; (6) Emergency IT.

DESCRIPTION OF DUTIES

  1. Support Event Response forecast needs by assisting OSL officer in charge to make field assessment and field data collection
  2. Follow unit’s work plan and OSL OPS monitoring tools according to supervisor requirements
  3. Ensure logistics support of daily Emergency response team routines activities with appropriate transportation means, facilities and equipment
  4. Provides timely & proactive assistance and support to the supervisor on all supply needs in the context of the emergency response.
  5. Assist passengers at airport and liaise with Airport authorities; collect passengers list and freight documents
  6. Support daily petty cash emergency procurement
  7. Facilitate customs clearance, reception, transportation, storage and distribution of supplies to affected areas and populations.
  8. Assist WHO warehouse management and inventory exercises; follow stock control mechanisms.
  9. Assist the maintenance of the required stockpiles of essential emergency equipment, e.g. personal deployment material, radios, satellite telephones, IT equipment, etc.
  10. Assist officer in charge of Office, EOC and Compound management to ensure adequate infrastructure maintenance (Minor repairs, Power Supply access, Cleanliness of premises…)
  11. Assist WHE fleet management, including planning and monitoring fleet movements, oversee the maintenance of vehicles.
  12. In close cooperation with the Field Security Officer, ensure that appropriate and safe living conditions are provided to WHO-deployed staff and responders.
  13. Support WASH activities management and check WASH standard are up for all WHO facilities.
  14. Provide quality assistance to the set up and maintenance of cold chain facilities for any medical items requiring temperature control environment.
  15. Monitor and report regularly to the emergency team, drawing their attention to needs, gaps and problems, and proposing remedial actions.
  16. Perform any other related incident-specific duties, as required by the functional supervisor

REQUIRED QUALIFICATIONS

EDUCATIONAL QUALIFICATION

Essential:

Completion of secondary education, supplemented by training/certification in logistics management.

Desirable

A university degree from a recognized institution in Engineering, Business Administration management, or related fields

Professional certification/qualification in areas such as transport, distribution and supply chain management.

WORK EXPERIENCE

Essential

At least 8 years of related experience, at the national and international levels, in managing emergency logistics operations and supply operations in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.

Desirable

  • Prior working experience with WHO/UN, health clusters partners, recognized humanitarian organizations or with an international nongovernmental organization.
  • Experience or knowledge of import/export and customs administration.

  • Demonstrated knowledge logistics management in emergency context, with proven ability to identify and solve technical problems in difficult circumstances.

  • Demonstrated skills in using equipment such radio and satellite phones.

  • Remuneration – this is a Special Service Agreement (SSA) contract at GS-06 level, with a monthly remuneration of $1,573
