Summary of the role

The Procurement and Contracting Officer is part of the operations team, which focuses on providing procurement and contract management for SNV country office, and ensure on the optimization of quality support including the regional offices.

Key Responsibilities:

  • Receive and process consultancy and partner requests or any order assigned by the procurement specialist or his/her Assistant from the field sites and Addis Office, checking that order has been correctly filled, that quantity/specification is provided, that coding has been provided and the order has been properly authorised.
  • Review the TORs and single sourcing documents against SNV procurement procedure.
  • Review the consultancy and partner documents and inform technical validation an approval.
  • Prepare all contracts and review its alignment with SNV standard contracting procedure.
  • Prepare necessary request for quotation for all required suppliers and service providers, with all specifications, indicate closing dates to receive quotations, with strict adherence to SNV/donor rules and regulations, receive quotations based on requirements/specifications and prepare a bid analysis as per the received quotations, if required prepare PO with detail and contact suppliers.
  • Where requested, help/liaise with requesters/Budget Holders to develop specifications, availability, rough costing as per previous procurements offers etc.
  • Ensure compliance with Donor/SNV procurement policies and in-country SOPs. Assist in the maintenance of the supplier/vendor list and participate in market surveys as required.
  • Assist the Procurement Specialist/Operation Manger and his/her team in the initiation of FWA’s and coming up with the expressions of interest for consultancy, partners, or any categories (pre-qualification of suppliers)
  • Ensure all procurement(consultancy/Partner/any) files are held in soft and hard copy on the shared drive/archive, and the completed file is correctly labelled.
  • Ensure that contact start and end date is shared with program manager and procurement specialist as well as their line management
  • Assist to ensure payment of suppliers/service provider is made promptly and that the finance department receives all the necessary documentation.
  • Ensure procurement is undertaken in a timely manner to minimize disruption to programmes.
  • Ensure that assigned tasks updated in procurement tracking report in share point and system then update to Procurement specialist and other concerned parties.
  • Issue local tender and Facilitate evaluation of supplier/service provider offer by tender committee based on criteria.
  • Update consultancy and partner data base, Reviews and evaluates the performance of the suppliers.
  • Develop a clear knowledge and understanding of SNV procurement procedures and ensure that all purchases are fully compliant with SNV/Donor rules and standard procurement regulations.
  • Development of Key Performance Indicators (KPI) for new and existing suppliers and monitoring of these.
  • Make sure that all suppliers are dealt with fairly and equally.
  • Perform any other duties assigned by the line Manager or his/her supervisor.

Qualifications

  • Bachelor’s degree in relevant discipline with higher thinking level with relevant experience (6 or 7 years) in operations of procurement and contracting activities.
  • Knowledge of Donor funding regulations
  • Good written and spoken English
  • Excellent skills in procurement and contracting techniques within the context of this position.
  • Good computer skills: Excel, Word, the procurement system and SAP BD system

  • Ability to plan with good organizational skills, including prioritization and ability to work under pressure

Additional Information

Contract Type: National

Expected start date: As soon as possible

Contract Duration: One year with the possibility of extension based on performance and budget availability.
