Operations and Human Resource Management (HRM) Manager

About the Company

Youth and Cultural Development Foundation (YCDF) is a non-profit organization established in 2013 by youth leaders and social entrepreneurs in Ethiopia. YCDF is dedicated in empowering young people through skills development, entrepreneurship, employment creation, and sustainable livelihood initiatives.

Employment Type: Full-Time

Contract Duration: One year, with possibility of extensions based on performance and availability of grants/budget.

Duty station: Addis Ababa

Report to: Executive Director

Position Summary

The Operations and Human Resource Management (HRM) Officer/Manager is responsible for ensuring the effective management of the organization’s operations, administration, and human resources. The position supports efficient program implementation by overseeing recruitment, staff performance, office administration, procurement, logistics, compliance, and organizational systems. The role also promotes a positive work environment and ensures compliance with organizational policies, donor requirements, and national labor laws.

Key responsibility

A.    Human Resource Management

  • Lead selection, recruitment, and orientation of new employees.
  • Develop and implement HR policies, and Standard Operating Procedures (SOPs).
  • Maintain personnel records and confidential employee information.
  • Administer employee contracts, leave, attendance, and other HR processes.
  • Conduct employee performance evaluations and, based on the results, identify training and development needs, recommend rewards and recognition, and facilitate promotion decisions in accordance with organizational policies.
  • Support employee relations and resolve workplace issues professionally.
  • Ensure compliance with Ethiopian labor laws and organizational HR policies.

B.    Operations and Administration

  • Oversee the organization’s daily administrative operations.
  • Coordinate office administration, facilities management, and logistical support.
  • Supervise administrative and support staff.
  • Develop and improve operational systems to enhance organizational efficiency.
  • Coordinate travel arrangements, meetings, workshops, and organizational events.

C.    Procurement, Logistics, and Asset Management

  • Coordinate procurement processes in accordance with organizational and donor policies.
  • Maintain supplier relationships and procurement documentation.
  • Manage inventory and organizational assets, ensuring proper recording and maintenance.
  • Monitor office supplies and equipment to ensure uninterrupted operations.

D.   Fleet Management

  • Develop and enforce fleet management policies, ensuring compliance with organizational procedures and applicable transport regulations.
  • Monitor fleet performance, maintenance schedules, fuel consumption, and operating costs, and implement measures to improve efficiency and cost-effectiveness.
  • Supervise and support drivers and other fleet personnel, ensuring compliance with safety standards and organizational policies.
  • Prepare and review fleet management reports and recommend vehicle procurement, replacement, and disposal based on operational needs and budget availability.

E.    Compliance and Organizational Support

  • Ensure compliance with organizational policies, donor regulations, and statutory requirements.
  • Support internal and external audits by maintaining complete operational documentation.
  • Promote safeguarding, accountability, and ethical standards throughout the organization.
  • Identify operational risks and recommend appropriate mitigation measures.
  • Prepare periodic HR and operational reports for management.

Qualifications and Experience

Education

  • Bachelor’s degree in human resource management, Business Administration, Management, Public Administration, Organizational Leadership, or a related field.
  • A master’s degree is an added advantage.

Experience

  • Minimum of 8 years of relevant professional experience for candidates with a bachelor’s degree, or 6 years of relevant professional experience for candidates with a master’s degree.
  • Previous experience in NGOs or donor-funded projects is highly desirable.
