Job Description

KEY DUTIES & RESPONSIBILITIES

In Ethiopia, where soil erosion is progressing and the country is considered vulnerable to climate change, the government has been working on climate change mitigation and adaptation. The Project for Strengthening Climate Resilience through Climate-Smart Agriculture, Forestry, and Natural Resource Management in Ethiopia (the “Project”) aims to strengthen climate change resilience through agriculture and forest/natural resource management. This will be achieved by leveraging the existing cooperation assets between Ethiopia and Japan through JICA in related areas including sustainable forest management as well as natural resource development through the FFS in the Oromia Region, and by enhancing policy and implementation coherence.

The Project aims to strengthen the capacity of Oromia regional governments to enhance climate change resilience through adaptive agriculture and forest/natural resource management. To this end, Systems for management and human resource development are developed for promoting climate smart agriculture and natural resource management through Farmer Field School (FFS)-based extension to enhance climate resilience in Oromia.

Natural Resource Officer is responsible for implementing and coordinating the climate change resilient Farmer Field School (FFS) related project activities under the supervision of the Project Team Leader.

Specifically, s/he is responsible for the following:

  •  Task for FFS for Strengthening Climate Resilience
  • Support capacity development of OBANR, Zone, and district for establishment of FFS implementation management system and human resource management system;
  • Support development of two guidelines; Guideline for FFS implementation management system and the Guideline for human resource management system.
  • Conduct the various human development training, such as Training of Master Trainer, training of FFS coordinator, training of facilitator and conduct monitoring and follow-up.
  • Overseeing FFS activities in Oromia Region and managing the progress and the quality of the FFS activities.
  • Compiling data/information of activity progress and reporting to Project Director and other project experts as per required.
  • Closely Communicating with the counterpart agents and other donor to collect information on FFS activities. Participate in FFS platform and contribute for discussions to be harmonize FFS approaches. which will be developed soon.
  • Organize physical and online meetings to coordinate project activities.
  • Translate and interpret of documents, training materials, or discussions from Oromiffa to English or vice versa.
  • Prepare monthly and quarterly plans for monitoring, review and quarterly and annual project reports and plans
  • Be fully aware of how the project achieve the project outcomes through Project Design Matrix (PDM)
  • Perform other duties as assigned by the team leader.

Location: Oromia Region (Require frequent business trip to different zones and woredas)

Job Requirements

QUALIFICATION

  • Fluent in speaking and writing in Oromiffa language (Minimum requirement)
  • B.A/BSC degree in agriculture, natural resource management, environment rural development, forestry or related field
  • At least 2 years of proven experience in natural resource management and agriculture, environment in Government, donor, NGOs or similar organization in Oromia Region.
  • Experience of FFS implementation will be advantageous.
  • Substantial experience in coordinating, mobilizing community, planning, implementation, supervision, monitoring and reporting
  • Proven ability to manage a complex and demanding workload
  • Excellent Report Writing and English proficiency skills
  • Good communication, presentation and facilitation skills
  • Strong interpersonal skills and an ability to train and mentor staff
  • Ability and willingness to travel and work in rural areas where the project is implemented
  • Good command of computer skills such as Word, Excel, Power Point.
