Organizational Context and Scope
IOM Ethiopia’s Protection Unit (PXU) contributes to promoting and upholding the rights of migrants, including migrants returning from abroad, displaced persons and migrants’ home communities, by helping reduce protection risks and supporting the Government of Ethiopia to manage migration through preventive, responsive, remedial and standard-setting actions. These actions are implemented through the six Protection operational pillars: thematic guidance; direct assistance; convening and dialogue; advocacy and communication; training and capacity building; and data, research and learning. PXU’s work is guided by protection mainstreaming, accountability and inclusion, sustainability and systemic change, and partnership and coordination.
Within this framework, IOM Ethiopia implements return and reintegration programming that supports vulnerable returnees, migrants and communities in areas of high return. Community-Based Reintegration (CBR) interventions aim to strengthen local absorption capacity, promote social cohesion and improve access to services and livelihood opportunities for both returnees and host communities. The Enterprise Development Fund (EDF) component further contributes to sustainable reintegration and local economic development by supporting viable enterprises, employment creation, market linkages and private sector engagement.
Under the overall supervision of the Senior Programme Officer (Protection) and the direct supervision of the Programme Officer (Return and Reintegration), and in close coordination with relevant programme units, field teams, government counterparts, implementing partners and private sector stakeholders, the incumbent will support the planning, coordination, implementation and monitoring of CBR interventions and EDF-related activities. The incumbent will provide day-to-day implementation support, assist with partner coordination, compile monitoring information, prepare inputs for reporting and documentation, and help identify operational issues and practical follow-up actions in consultation with the supervisor.
In particular, he/she will undertake the following responsibilities and accountabilities
Assist in the coordination, implementation and monitoring of community-based reintegration activities in line with IOM’s Integrated Approach to Reintegration and Community-Based Planning Approach, supporting activities that address economic, social and psychosocial dimensions of reintegration.
All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).
