Job Description
Mission description
The Project Officer placed under the direct supervision of the Project Manager, He/she will be responsible for providing overall support for the implementation of the program to ensure that the program meets its targets and deliverables on-time, within budget, and at a high level of quality. More specifically, the Project Officer will be expected to:
Project management, monitoring, evaluation and learning
- Provide overall support over the project planning, budget, implementation and monitoring;
- Ensure the project is implemented in close coordination and collaboration with Dessie’s Hospital;
- Oversee the partnership with local building companies and with the Ethiopian Pharmaceuticals Supply Agency (EPSA);
- Organise and lead frequent field visits and monitoring missions on the project’s site;
- In coordination with the Project Manager and relevant team members of the Stabilisation & Resilience Unit, support the implementation of planning, operational and budgetary monitoring tools to assess (1) the real-time progress of activities, including cross-sectoral activities such as recruitment, reporting, management, etc.; (2) achievement of indicators under the project logical framework; and (3) budget expenditure and running balance;
- Support the organization and facilitation of quarterly and annual project reviews that include the preparation of progress reports and project team meetings to assess the intervention strategy and contextual changes;
- Support information/data collection and draft narrative donor reports in compliance with donor guidelines;
- Ensure that findings / recommendations of past and future assessments (e.g. Results-Oriented Monitoring, Mid-Term Evaluation, Beneficiary Satisfaction Surveys) are acted upon and/or used to improve the project’s results;
- Support the visibility of the project, in line with the French Ministry for Europe and Foreign Affairs (Crisis and Support Centre) guidelines;
- With the support of the Finance team, monitor the efficient budget utilisation and suggest reallocation of funds if needed;
- Support the implementation of the project’s “exit strategy”.
Institutional representation & partnership
- On a needs-basis, participate in coordination and technical meetings, represent EF in relevant Inter-Agency Working Groups (e.g. Health Cluster) and discussions;
- Maintain a good working relationship with the MoH and Dessie’s Hospital at technical level.
Project or context description
Expertise France is currently expanding its portfolio of programs in Ethiopia to promote conflict-affected communities’ access to basic services. Expertise France will engage in a 12-month program to strengthen conflict-affected communities’ access to health care through the rehabilitation and re-equipment of Dessie’s hospital. Programme Synopsis | Expertise France has designed a project to rapidly help resume conflict-affected communities’ access to health care in the city of Dessie. Through rehabilitation works, re-equipment activities and coordination with ongoing stabilisation initiatives in the Amhara region, the programme will increase target communities’ resilience. |

Job Requirements
Qualifications and skills:
- Master’s Degree in international development, public health, social protection, or any related field;
- Demonstrated knowledge in stabilisation programming;
- Strong programme/technical and budget management skills, planning, reporting, monitoring and evaluation skills;
- Strong written and oral communication skills, effective representation and liaison skills;
- Personal qualities: promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well; result-oriented; pays attention to detail and quality;
- Fluency in English and Amharic. Fluency in French is an asset.
Professional experience:
- Minimum of 5 years of professional experience in humanitarian and non-humanitarian sectors, with specific experience in public infrastructure rehabilitation projects in emergency or post-conflict settings;
- Proven experience in project management and/or project coordination working for an INGO, a UN or a bilateral agency.
