Job Description

OBJECTIVES OF THE PROGRAMME

The unit works to improve the family and reproductive health (FRH) in general and that of infants, children. Adolescents and women in particular.  Its primary functions are to support the Ministry of Health to adopt and implement evidence-based norms and standards to realize the attainment of the highest state of family and reproductive health amongst Ethiopian people.

PURPOSE OF THE POSITION

The FRH Unit is part of the Immunization, MNCAH (Maternal, Neonatal, Child and Adolescent Health Cluster.  The incumbent reports to the Cluster Lead under the overall guidance and leadership of the Head of WHO Office.  He/she serves as the focal point for FRH activities, liaising with counterparts in the WHO AFRO regional office and the HQ, and providing support to all relevant government departments and institutions in the planning and implementation of FRH programmes, advocating the integrated approach with the primary health care process.

He/she is expected to exercise initiative and innovation in managing and supporting the implementation of a broad range of activities. He/she is expected to exercise good judgment in the application of WHO policy guidelines and program objectives as approved through the resolutions of the World Health Assembly, and the Regional Committee, and as contained in various publication and project documents, WHO e-Manual, Staff Regulations and Rules and AFRO handbooks. The incumbent needs to build partnerships at different levels, working within and beyond the organization and across programs.

DESCRIPTION OF DUTIES

Under the supervision of the Cluster Lead, the incumbent will perform the following functions:

  1. Lead, manage and coordinate all technical and administrative activities under the FRH unit including maternal, neonatal, adolescent, sexual and reporductive health
  2. Review and analyze family and reproductive health policies, strategies, programs and related legislation.
  3. Coordinate family and reproductive health care activities, including family planning (FP) activities.
  4. Assist and advise the national family and reproductive health programmes including family planning technical teams in the development of strategies for FRH
  5. Provide technical assistance in the development of operational plans and training tolls for FRH and facilitate the dissemination of FRH including family planning strategies, plans and relevant tools; works for gender-mainstreaming in health.
  6. Provide technical assistance for the implementation of FRH interventions
  7. Establish and coordinate effective partnerships with key stakeholders and donor agencies involved in FRH including family planning; collaborates with relevant programs like HIV, IMNCI, Malaria and other common diseases
  8. Assist in the promotion and implementation of operations research for FRH including family planning
  9. Participate in the monitoring and evaluation of FRH including family planning programs
  10. Perform any other duties as required for the success of the program

REQUIRED QUALIFICATIONS

Education

Essential:

University degree in Medicine, with post-graduate qualification/specialization in Obstetrics/Gynaecology or Paediatrics and Child Health.

Desirable:

Master’s degree in Public Health.

Experience

Essential:

At least five 5 years of practical experience in planning, implementing, monitoring and supervision of family and reproductive health activities at national and/or sub-national level.

Desirable:

Prior clinical experience in family and reproductive health.  Experience working with international bilateral or multilateral organizations.

FUNCTIONAL KNOWLEDGE AND SKILLS

  • Technical expertise in public health
  • Competency in documentation of events and evaluation of programs
  • Ability to timely synthesize key components and working groups outputs, analysis of data and writing of reports.

USE OF LANGUAGE SKILLS

Essential: Excellent knowledge of English. Working knowledge of French or another WHO official language would be an asset.

Computer literacy in Microsoft Office packages, EPI Info, SPSS, data management packages, basic epidemiological statistical analysis

REMUNERATION

The remuneration for the above position comprises an annual base salary starting at USD 31,147 (subject to mandatory deductions for pension contributions and health insurance, as applicable), and 30 days of annual leave.
