Job Description
Mission description
The Procurement and Logistics Officer placed under the supervision of the Project Manager, he/she support the logistics of our activities and manage the procurement process of the project. The position is placed under the direction of the Project Manager. He/she will be responsible for the completing following tasks:
Procurement of equipment and furniture
Market Studies
- Conduct market studies for different markets (IT equipment, furniture, utilities etc…).
- Draft suppliers’ comparison reports.
- Develop tentative budgets.
Planning
- Assist the Project Manager in drafting project’s the procurement plan.
- Follow up on the procurement plan.
Procurement
- Contact local sources of supply, get price quotations, and assist in the selection of vendors.
- Contact vendors to resolve problems with late shipment, damaged items, incorrect products or incorrect prices.
- Follow up and keep track to close any pending request.
- Keep accurate records of payment and delivery of goods and services.
- Maintain purchasing files and records.
- Receive the goods as per the description on the purchase request.
- Inspects goods upon delivery and rejects inadequate, broken, lower quality and other items not meeting the requirements of the order.
- Organize and maintain computerized records containing vendor and bid information.
- Correspond with vendors regarding prices, product availability, and delivery.
- Check that purchase request and order forms are filled properly.
- Coordinates warranty, Maintenance, and insurance claims for all assets/ inventory items.
- For each order filed appropriately Documentation demonstrating accountability
Logistic support during the organization of trainings
- Get the proper briefing from the team, identify suppliers, get quotations. Once the supplier is validated, take care of the contracting procedure, ensure delivery. During the trainings, ensure proper implementation in terms of logistics. After the event, manage stocks and invoices with the related departments
Rehabilitation/equipment
- Assist in the preparation of tender processes.
- Attend field visits with potential contractors.
- During implementation, follow up on the work progress, fill in quantity reports based on the BoQ, follow -up on the contractor’s issues in the field and report the Project Manager, attend site hand-over visits, report deficiencies, ensure that all documents are properly archived and backed up as soft copies
Expertise France Projects’ office
- Ensure logistical aspects of EF Office in Addis Ababa (new arrivals, meeting rooms, equipment…)

Programme Synopsis | Expertise France has designed a project to rapidly help resume conflict-affected communities’ access to health care in the city of Dessie. Through rehabilitation works, re-equipment activities and coordination with ongoing stabilisation initiatives in the Amhara region, the programme will increase target communities’ resilience. |

Expected results |
ER1: Dessie’s hospital is rehabilitated and upgraded to provide a comprehensive health care offer to the most vulnerable populations affected by violent conflicts.
ER2: The staff of Dessie’s hospital have the necessary equipment to relaunch the provision of essential health care. |

Job Requirements
Qualifications and skills:
- University degree in a relevant field (business administration, business management)
- 5 years of experience in the non-profit sector in logistics, procurement or administrative support department
- Excellent MS Office skills, with proficiency using MS Excel is mandatory
- Diplomacy and negotiating skills are priorities
- Good knowledge of international donors’ rules and regulations, especially EU regulations is a distinctive advantage
- Excellent reporting and writing skills
- Impartially
- Professional working knowledge of English & Amharic are required. French is an asset
- Good coordination and team work skills
