Job Summary

Are you an experienced Data Management Specialist or WASH Information Management Expert looking to make a lasting impact? UNICEF Ethiopia is hiring a National Multisectoral and WASH Data Management Consultant for a 16.5-month contract based in Addis Ababa.
In this key technical role, you will design, deploy, and maintain integrated digital data management systems, interactive dashboards, and GIS spatial mapping solutions for WASH and related humanitarian sectors. Your work will directly support real-time monitoring, evidence-based decision-making, and emergency response across Ethiopia.

Key Responsibilities & Deliverables

  • Digital Data Systems & Integration: Design and deploy online, remote-access, and real-time data collection systems tailored for low-connectivity environments.
  • GIS & Spatial Analysis: Lead GIS mapping and spatial data analysis (using ArcGIS or QGIS) to guide planning and track emergency WASH interventions.
  • Dashboards & Visualizations: Develop interactive dashboards and reporting products using Power BI, Tableau, Akuko, or similar business intelligence tools.
  • Interoperability & Data Export: Ensure seamless data export and reformatting to integrate with national and humanitarian platforms like DHIS2 and ActivityInfo.
  • Capacity Building & Field Support: Deliver training and remote technical support to field-based and non-technical staff to enhance data quality and harmonization.
  • Data Governance & Security: Maintain data security, privacy, role-based access control, and metadata management in line with UNICEF guidelines.

Key Qualifications & Requirements

  • Education: Advanced university degree (Master’s level) in Data Science, Computer Science, Statistics, Project Planning, or a closely related field.
  • Work Experience:
    • Minimum of 5 years of progressive experience in data management, information management, or M&E, ideally in the WASH, humanitarian, or development sectors.
    • Proven experience with GIS mapping software (ArcGIS, QGIS).
    • Hands-on experience with mobile data collection platforms (KoBoCollect, ODK, SurveyCTO).
    • Demonstrated ability to build export pathways and data interoperability with platforms like DHIS2 or ActivityInfo.
  • Technical Skills:
    • Advanced proficiency in Microsoft Excel (scripting/macros).
    • Working knowledge of programming languages for data processing (Python, R, or SQL) is a plus.
    • Strong understanding of data governance, information security, and data quality assurance.
  • Languages: Fluency in English required; proficiency in local Ethiopian languages is an asset.
  • Duty Station: Addis Ababa, Ethiopia (Office-based with travel)
