The consultant will be responsible for supporting and strengthening the mission’s overall MEAL system and functions under the direct guidance of the supervisor. This includes contributing to the execution of MEAL activities across projects, ensuring the quality, accuracy, and reliability of data, and supporting regular reporting processes. The consultant will also conduct field visits to verify progress, document findings, and provide actionable recommendations. In addition, the role involves facilitating organizational learning, supporting knowledgemanagement practices, and enhancing accountability mechanisms to ensure meaningful engagement with affected populations. More importantly, the consultant will play a central role in overseeing MEAL plans, activity implementation, and reporting requirements for the following key projects:

 

  1. Leveraging the use of the population mobility mapping tool at the points of entry and along high-mobility corridors (MP0634 -WFP)
  2. Enhancing the capacities of Ethiopia to address the reintegration of returnees (RR0545)
  3. IOM rapid deployment of infectious disease outbreak response activities during acute health emergencies (MP0724)

Qualifications

Education

  • Bachelor’s degree or master’s in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution

Experience 

  • Two years for master’s degree or three years for bachelor’s degree with relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 
  • Experience on building an M&E system on humanitarian and development settings, establishing standards and procedures, implementing and translating M&E systems, data analysis and report writing.
  • Relevant training and exposure on M&E guidelines and project development highly desirable.
  • Expertise in IOM programme/project cycle management processes and financial management system desirable.
