Overview of position

The Disarmament, Demobilization, and Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the Government of Ethiopia and the Tigray People’s Liberation Front (TPLF) on 2nd November 2022 in South Africa. This agreement ended the long-standing conflict that had arisen between the TPLF and the central government in Ethiopia, resulting in widespread violence and displacement.

The objective of the DDR program is to facilitate the disarmament of former combatants from Tigray, Amhara and Afar, their demobilization and eventual reintegration into civilian life. The program is geared towards restoring peace, promoting reconciliation and creating a conducive environment for sustainable development. Eventual areas of coverage may go beyond Northern Ethiopia to Benishangul-Gumuz, Oromia and Gambella.

The Government of Ethiopia has mandated and created the “National Rehabilitation Commission” which is responsible for design, planning, implementation and monitoring of the DDR programme in the country.

The DDR program is being implemented in close coordination with various national and international partners, including the United Nations, non-governmental organizations and other actors. It is expected that the DDR program will provide an opportunity for the combatants in North Ethiopia to turn their focus towards peaceful and productive activities, thereby contributing to the overall stability and development of the North Ethiopia region.

Role objectives

Under the overall direction of the Deputy Commissioner the Logistics Advisor is responsible for the logistics and procurement planning and is in place for the DDR programme.

S/he shall perform the following duties and responsibilities:

  • Oversee the implementation of and compliance with logistics procedures, policies, and management tools; when necessary, propose improvements.
  • Contribute to and validate the logistics component of proposals, budgets and project reports.
  • Follow developments and changes in donor procedures, requirements, and guidelines.
  • Develop, organize and give training to logistics staff in the field and in logistics workshop.
  • Carry out field visits and assess adherence to logistics procedures, identify possible areas for improvement, develop and implement changed and new procedures where needed.
  • Participate in new NRC logistical requirements (develop supply chain, open/close base, fraud prevention plan, market assessment).
  • Support NRC during audit and review the large procurement documentation to make sure they are compliant with procedures.
  • Train & coach field logistic officers and review the large procurement for the DDR programme.
  • Managing and ensuring the accuracy of product storage warehouse inventories.
  • Facilitating the establishment of commercial connections between customers and suppliers.
  • Discussions and negotiations with goods carriers about shipment costs.
  • Establishing and managing incoming and outbound shipping schedules.
  • Managing the flow of resources and goods at the NRC.
  • Collaborating with different divisions within the NRC to enhance logistics.
  • Supervising the process of importing and exporting a product.
  • In collaboration with Coordination & Reporting Advisor, coordinates, manufacturing schedules, storage, and shipment of certain goods and commodities.
  • Developing procedures and systems for scheduling and tracking procurement and distribution operations.
  • Liaison with customers, suppliers, and employees to ensure inventory is properly documented and ordered, as well as to guarantee delivery schedules are adhered to.
  • Manage warehouse inventory and keep records of the inventory.
  • Monitor and manage budgets.
  • Select carriers for transportation and negotiate rates and contracts with carriers.
  • Respond to and resolve complaints and problems.
  • Keep up to date on shipping carriers, routes and rates and any changes to them

Project reporting

  • Contribute to and validate the logistics component of proposals, budgets and project reports.

Key competencies

  • Previous experience working in a DDR program or a similar security and development context.
  • Demonstrated knowledge of local procurement rules and regulations, as well as recognized international standards in procurement.
  • Strong analytical and problem-solving skills.
  • Excellent verbal and written communication skills in English

Skills:

  • Proven ability to manage procurement and logistical processes and to work effectively with a range of stakeholders.
  • Ability to develop procurement strategies and implement action plans for the procurement of goods, services, and construction.
  • Strong knowledge of risk management methodologies.
  • Ability to build and maintain effective relationships with suppliers, vendors, and other stakeholders.
  • Strong negotiation skills and experience negotiating complex procurement contracts.
  • Competency in developing and implementing logistics plans that effectively support operational requirements.
