National eCommerce Initiatives Senior Advisor (Re-Advertisement) at Target Business Consultants PLC

Job Description

I.   Organization strategic goals summary

The Ministry of Innovation and Technology is implementing the Science Technology and Innovation Policy, the Digital Transformation Strategy, and the Ministry’s 10-year Strategic Plan. Therefore there should be a vibrant team of advisors and experts that can work under the delivery unit. The Delivery Unit will help line departments achieve outcomes for initiatives that the Leadership deems “mission critical” or top priority. It is established to pressure line departments into tangible actions. The purpose of the Delivery Unit is to inject urgency into the pace of change in delivery to seek significant results in weeks and months, not years. The staff will collect and analyze data to determine what goals the line departments are trying to achieve, whether the activities currently underway meet their goals, and how implementation may need to change to achieve the intended goals.

 III.            JOB SUMMARY:

 The National eCommerce Initiatives Senior Advisor is responsible for providing strategic advice and support to the Delivery Unit head on developing and implementing national eCommerce initiatives. The Senior Advisor will work closely with the Delivery Unit head, other government officials, and stakeholders to develop and implement initiatives that improve the efficiency, effectiveness, and accessibility of eCommerce in the country.

IV.           SPECIFIC DUTIES AND RESPONSIBILITIES:

Job Responsibility #1: Planning and Management

  • Support digital economy-based startups so that Foundation supported startups can grow and sustain.
  • Contribute to the development of eCommerce, data protection and privacy, etc. policy developments.
  • Scaling up the success and impact of e-commerce projects.
  • In terms of policy development and implementation, the eCommerce initiative senior advisor will be responsible for facilitating the initiative and coordination of new high and quick impact e-commerce projects and regulatory requirements.
  • Facilitating capacity building support for the successful implementation of e-commerce regulatory and governance frameworks where the Foundation is also working for.
  • Organizing national and industry level support for the successful implementation of e-commerce projects and regulations.
  • Review assessment on the performance and impact of the various e-commerce projects and regulatory frameworks
  • Asses how to connect existing Foundation support ecommerce programs with other programs
  • Communicate and share lessons from existing eCommrece programs like KIFIYA-eCommerce program Developing and implementing a national eCommerce strategy. This includes identifying and prioritizing eCommerce goals, developing and implementing plans to achieve those goals, and measuring the strategy’s success.
  • Overseeing the development and implementation of eCommerce initiatives. This includes working with stakeholders to develop and implement initiatives that improve the efficiency, effectiveness, and accessibility of eCommerce in the country.
  • Managing a team of eCommerce experts. This includes hiring, training, and developing a team of eCommerce experts who can help to implement the national eCommerce strategy.
  • Working with stakeholders. This includes working with government agencies, businesses, and non-profit organizations to develop and implement eCommerce initiatives.
  • Representing the government at national and international conferences and events on eCommerce. This includes sharing the government’s vision for eCommerce with the world and working to build partnerships with other countries.
  • Facilitating the initiation and coordination of new high and quick impact e-commerce projects and regulatory requirements
  • Facilitating capacity building support for the successful implementation of e-commerce regulatory and governance frameworks
  • Organizing national and industry level support for the successful implementation of e-commerce projects and regulations

Job Responsibility #2: Staff Management and development

  • Coordinating, coaching and mentoring the interns of MInT internship program that are assigned along the eCommerce sectors
  • Support interns to make awareness and help training on different eCommerce initiatives.
  • Arrange a follow-up discussion once per week with experts under him/her
  • Design and manage a job relevant training for personnel under his/her management
  •  Coach and mentor employees working under him/her
  •  Supervise the Coaching and mentorship activities of interns working in the Ministry.
  • Coordinating the interns in the Ministry that are assigned along the Ministry

Job Responsibility #3 Monitoring, Evaluation, Networking

  • Monitor and evaluate projects under the national e-commerce senior advisor team
  • Participate on national and international workshops and networking sessions that have a direct or indirect impact on the priority projects
  • Review assessment on the performance and impact of the various e-commerce projects and regulatory frameworks

Job Responsibility # 4 Reporting

  • Providing regular updates on the progress of projects or services. This includes providing information on the status of projects, any challenges or risks that have been identified, and any progress that has been made.
  • Communicating any changes to plans or timelines. This includes providing information on any changes that have been made to the delivery plan, such as changes to the scope of work, the budget, or the timeline.
  • Providing information on any risks or challenges that may impact the delivery of projects or services. This includes providing information on any risks or challenges that have been identified, as well as any steps that have been taken to mitigate these risks.
  • Providing information on the performance of projects or services. This includes providing information on the quality of the work, the satisfaction of stakeholders, and the cost-effectiveness of the delivery.
  • Responding to any questions or concerns that the unit head may have. This includes providing information on any questions or concerns that the unit head may have about the delivery of projects or services under his/her supervision.

Job Requirements

V Qualification, Experience and Skills

Education/Training

    • Master’s degree in E-commerce, public administration, public policy, business administration, or a related field.

Experience

    • 10+ years of experience in stakeholder engagement, public relations, communications, or a related field.
    • A proven track record of delivering digital transformation initiatives in a slow and complex environment and limited resources
    • Experience in managing large-scale government digital transformation projects
    • Experience in managing institutional change to effectively work with the main ministry structure to drive the delivery of top-priority initiatives
    • Experience working in a political environment and demonstrating the ability to navigate the political landscape to deliver on the Ministry’s top priorities
    • Knowledge and experience in the Digital Ethiopia 2025 policy and strategies
    • Experience and skill in policy advisory and implementation support on Digital transformation initiatives
    • Experience in managing a team of experts and communicating with various public and private stakeholders
