Job Description

Background
Women in Ethiopia represent the most deprived group of the population despite their paramount social and economic role. They have limited access to, and control over critical resources, as a result of social, cultural and economic norms and practices.

Truly gender-sensitive and inclusive policies and budgets seek to address gender gaps by focusing both on increasing incomes and improving women’s rights and well-being. Gender-responsive budgeting (GRB) which is essential for both gender justice and fiscal justice helps governments to understand how they may need to adjust their priorities and reallocate resources. This will lead them to live up to their commitments to achieving gender equality and advancing women’s rights including those in international and regional frameworks.

The COVID-19 pandemic has disproportionately affected Women in Ethiopia who are overrepresented in the informal economic sector. To mitigate the impact of the pandemic on Ethiopians, in March 2020, the government of Ethiopia introduced ‘fiscal and monetary stimulus packages. In this view, in 2022, UN Women jointly with the Ministry of Finance developed an assessment report of the national fiscal stimulus package and existing fiscal policies and related legal frameworks from a gender equality perspective to promote gender-equitable inclusive growth and draw recommendations for inclusive economic policies.

Duties and Responsibilities
Under the direct supervision and overall guidance of the Programme Analyst the consultant will:

  • Review, understand and internalize the materials/content;
  • Check correctness of language- grammatically correct language, spellings of materials (i.e. content, reports, handouts, etc…);
  • Check completeness of documents, including complete information included in all narrative sections and annexes are in place;
  • Ensure a consistent style and format throughout the document and elimination of repetition and inconsistencies;
  • Appropriate positioning and numbering of boxes, figures and tables;
  • Consistent font (s) – as relevant to headings and text;
  • Appropriate use of italicized and bolded words;
  • Ensure all footnotes, sources, and references are complete and consistent;
  • Thorough review of annexes to highlight incomplete areas along with consistency in presentation as per UN Women publication guidelines;
  • Review Table of Contents and Acronym List;
  • It is expected the consultant will be proactive and work closely with ECO’s staff on the report.
  • Prepare specific  report-related feedback to  relevant UN Women  ECO for  improvements in the quality of reports

Required Skills and Experience
Academic qualifications

  • University  Master’s  degree  related  to  Social  Sciences  including  Gender  Studies,  Law,  Women’s Rights, Public Administration, International Relations, Political Sciences, Development Studies or related field.

Years of experience 

  • Minimum of 10 years of progressive relevant professional work experience on report writing, translation and editing  on the area of gender, women’s rights and development
  • Strong background and understanding of reporting;
  •  Experience working with intergovernmental and/or Regional organizations including the United Nations (UN) and African Union (AU)  and Substantive knowledge of gender and development will be an asset
  • Strong facilitation, writing and presentation and editing skills;

Language and other skills

  • Fluent in and excellent knowledge of written and oral communication in English.
