Project Context and Scope:
Established in 1951, the International Organization for Migration (IOM) is a Related Organization of the United Nations (UN) and the leading UN agency on migration. IOM works closely with governments, intergovernmental and non-governmental partners to promote humane and orderly migration for the benefit of all. It provides services, technical assistance, and policy advice to both migrants and governments.
IOM works with private sector actors on a broad range of IOM activities, including humanitarian assistance, health, labour migration and counter-trafficking. IOM’s interaction with the private sector is multifaceted; the Organization has received technological, financial, human resources and other support from the private sector to save and improve the lives of those that are most affected by conflicts or natural disasters, or those suffering from lack of opportunity. In addition, IOM partners with companies and foundations to help enhance its operational and strategic performance as well as to gather data and advocate regarding migration issues.
In line with the Global Compact on Migration (GCM), IOM’s global Private Sector Engagement Strategy (2023 – 2027), and IOM Ethiopia’s country strategy, the mission is committed to enhancing its engagement with private sector stakeholders. The engagement is an instrumental step by leveraging a “whole-of-government” and “whole-of-society” approach to harness the full potential of human mobility while upholding the rights and dignity of migrants at all levels.
Organizational Department / Unit to which the Consultant is contributing Programme Support Unit (PSU) is looking for a consultant who will Assist IOM Ethiopia’s Effort to Enhance Private Sector Engagement.
1. First deliverable: Complete a comprehensive partnership mapping document identifying potential private sector partners, along with a high-level partnership, outreach, and fundraising strategy. This includes a detailed spreadsheet with contact information, key decision-makers, and a brief rationale for engagement, as well as a strategic plan for identifying new opportunities. Participate in internal coordination meetings on private sector engagement.
Deadline: 1 November 2025.
2. Second Deliverable: Successfully conduct initial outreach and secure at least 6 new formal private sector partnerships including but not limited to the diaspora engagement and migrant-led initiatives. This includes a log of all outreach attempts and outcomes, a summary of all formal meetings, and the submission of all necessary agreements, such as an MOU. Participate in internal coordination meetings on private sector engagement.
Deadline: 10 December 2025.
3. Third Deliverable: Submit a comprehensive final report on all private sector engagement activities. This report will include updated partner data, key performance indicators, an analysis of successes and challenges, and a forward-looking brief on new trends with at least three actionable recommendations for future IOM strategies.

a. The total number of new private sector and donor partnerships formally established and documented through agreements, memoranda of understanding (MoUs), or other official instruments.
b. The total financial value of resources (monetary or in-kind) leveraged or directly contributed by both new and existing partnerships.
c. The number of key strategic documents (e.g., country-specific private sector engagement strategy, concept notes, proposals) and knowledge products (e.g., best practices, case studies) finalized and approved by IOM.
d. The quality and strategic relevance of all key documents, assessed by IOM management based on their clarity, substance, and alignment with organizational goals.
e. The comprehensiveness and up-to-date status of the private sector partner database or mapping, ensuring it serves as a reliable and useful outreach tool for the organization.
f. The relevance and utility of documented best practices and knowledge products for future learning, internal capacity building, and strategic planning.
