Job Description

UN Women Ethiopia Country Office (ECO) works with key partners ranging from government, UN organisations,  international  and national NGOs,  and civil society  in development  and humanitarian settings to enhance gender equality and empowerment of women in Ethiopia. Globally, UN Women supports gender-sensitive transitional justice processes, including by providing gender expertise, strengthening capacities to address sexual and gender-based violence, and supporting the meaningful participation of women and girls at all stages and at all levels of a transitional justice process.

The Government of Ethiopia has committed to initiate a comprehensive national transitional justice process that will lead to a related policy framework . The importance of a transitional justice policy was equally emphasized and included in the November 2022 cessation of hostilities agreement between the Government and the Tigray Peoples’ Liberation Front.  An independent, nationwide transitional justice process presents a critical opportunity to address rights violations that have affected women and girls in Ethiopia, including sexual and gender-based violence, and to build a more peaceful, inclusive and gender-equal society for all Ethiopians. To carry out a gender-sensitive transitional justice process, the specific concerns, needs and priorities of women and girls must be taken into consideration, including at the consultation and design and inception phases. Global experience has shown that, without a commitment, dedicated expertise and resources to include a gender perspective from the outset, women and girls – and, in particular, those who experience intersectional discrimination based on ethnicity, disability or age – are likely to be left behind in a transitional justice process.

As part of its broader commitment to technically support the Transitional Justice Working Group of Experts and the transitional justice process in Ethiopia, UN Women Ethiopia is seeking to recruit a national consultant to provide strategic advice to the Working Group of Experts, the Ministry of Justice and other key stakeholders, on the integration of a gender perspective in Ethiopia’s transitional justice process. The consultant will technically report to a relevant manager from the Ministry of Justice whilst   keeping the administrative and managerial accountability with UN Women Ethiopia Country Office as the contracting party .

The consultant will:

  • Advise the Ministry of Justice on measures to be taken to ensure the meaningful participation of diverse women and girls across Ethiopia in the transitional justice process, including in initial consultations to inform the design and development of the transitional justice process.
  •  Advise the Ministry of Justice on measures to be taken to ensure that the transitional justice process comprehensively addresses the full range of human rights violations experienced by women and girls in Ethiopia during the time period of concern, including sexual and gender-based violence, as well as violations of civil, political, social, economic and cultural rights.
  • Support the Ministry of Justice to integrate a survivor-centered approach in relation to transitional justice and the sensitivity informed protocols during consultations with women survivors of SGBV  in order to strictly respect the ‘’No Harm Principle ‘’ .
  •  Support the development of policies, strategies, standard operating procedures and other guidance and reporting by the Ministry of Justice on transitional justice, by integrating a gender perspective and gender analysis.
  • Build and strengthen  strategic  partnerships between the Ministry  of Justice  and women’s civil society organizations and victim/survivors’ associations, to support the meaningful participation of these organizations in the transitional justice process, including in consultations.
  • Liaise with the UN Country Team, to ensure coordination in the UN’s support to the Ministry of Justice on gender-sensitive transitional justice.
  • Support capacity-building within the Ministry of Justice and among other key stakeholders, including the
  • Group of Experts on Transitional Justice,  civil society, on gender-sensitive transitional justice, as needed.

EDUCATION :

  • Advanced University Degree (master’s or equivalent) in law, gender studies, human rights, or a related field.

EXPERIENCE:

  • At least 5 years of experience working on transitional justice, rule of law, or access to justice, preferably with a focus on gender equality issues, women’s human rights, or women’s and girls’ meaningful participation.

LANGUAGE REQUIREMENTS:

  • Fluency in Amharic and working-level knowledge of English are required;
  • Fluency in another official language of Ethiopia is an asset.
