Ethiopia School Meal Initiative (ESMI), is a local NGO, non-political and non-denominational organization working to advance holistic, integrated multi-sectorial school meal program in Ethiopia and to address the nutritional needs of school children. Our guiding philosophy upholds that in order to effectively ensure sustainable development, you must invest on school age children.

JOB SUMMARY:

The purpose of the Monitoring, Evaluation, Reporting and Learning Officer position is to assist in the design and development of ESMI’s program Performance Monitoring Plans (PMP) and ensure that it is utilized by the project and that MERL is an integral component in all objectives areas 

RESPONSIBILITIES AND TASKS:  

M&E system building

  • Assist the development of MERL system, regularly track project progress and facilitate impact evaluation in terms of project’s contribution towards achieving wider objectives and goals;
  • Reporting
  • Processing and analysing monthly and quarterly reported data from project sites through different tools, Pivot Tables and Data Visualizer,
  • Ensure the consistency and completeness of clinical and referral data reported in MS Excel reporting formats
  • Prepare and submit quarterly and annual report to donors and relevant government agencies

Data Quality Assurance

  • Make sure project data is timely entered into data base: properly analyze data and generate analytical summaries to be used for reporting;
  • Validate the completeness, consistency and accuracy of data entered the System and provide feedback to project officers
  • Tracking data quality of project sites by organizing and conducting Routine Data Quality Assessment (RDQA)
  • Together with the program staffs prepare periodic report, consolidated annual work plans to be submitted to the donor relevant government offices and ESMI head office;
  • Provision of technical support and training to project staffs in reporting, DQA, documentation, data collection, monitoring and evaluation
  • Monitoring and Evaluation
  • Prepair monitoring cheek list for the project office and the organization;
  • Organize and/or conduct monitoring and internal reviews based on schedule;
  • Compile a quarterly monitoring and evaluation report and submit to his/her supervisor;
  • Makes filed visits and uses other appropriate methods to assess progress and impacts of projects implemented by project area and organization;
  • Consolidate monitoring and evaluation findings/data and make available for the project coordinator and other staffs;
  • Organizes project evaluations against the original project and insure that it suggests way of correcting deviations;
  • In collaboration with other project units and partners, plans and coordinates joint monitoring visits and project review sessions;
  • Participate in project review and planning workshops and midterm and terminal evaluation
  • Facilitates compilation of regular monitoring reports prepared by different projects along with evaluation recommendations;

Technical support

  • Provide technical assistance for ESMI’s staffs and the organisation on data gathering documenting and reporting;
  • Assist the presentation, delivery and documentation of research or key learning pieces to key stakeholders and policy makers involved in ESMI’s efforts;
  • Together with program, conduct research and learning activities at a program level and coordinate expertise around baselines, learning reviews and evaluation related activities;.
  • Provide training on documentation and adequate assistance for staffs and other relevant stakeholders
  • Extend technical support to ESMI Staffs in the identification of solutions to MERL challenges they are encountering;

Learnings

  • Document best experiences and lessens for learning when advised by program officer and program coordinator;
  • Provides data deemed important for concept paper or proposal development;
  • Compile, share and disseminate lesson learned, promising pracitices and challenge;
  • Keeps up to date with developments in the sector (self-help group approach, including best practice examples in-country and internationally, and ensure on-going personal development and learning;
  • Ensure the communication of learning within the organisation, with partners and other stakeholders;
  • Carry out other related activities as may be assigned by immediate superviser.

Job Requirements

EDUCATION/TRAINING

  • BSc in Economics, Sociology or related field.

B) EXPERIENCE:

  • 4 years experience at least 2 years in MERL.

C) TECHNICAL AND OTHER SKILLS

  • Willingness to work under pressure;
  • Good interpersonal and ability to communicate information accurately;
  • Skills in developing M & E data collection tools, indicators and plans;
  • Computer literacy in basic database and statistical software.
