Job Description

Job Responsibility #1:  MERL Technical Support

  • Draft Performance Monitoring Plans (PMP) and support its proper implementation.
  • Draft MERL tools (data collection, collation, reporting etc.).
  •  Follow up project progress and regularly track results in terms of achieving objectives and goals of the project.
  • Develop and implement project’s Data Quality Management (DQM) plan to ensure data quality. This includes the development of standard operating procedures, establishment and maintenance of DQM files as well as organizing internal DQA at Pact as well as implementing partners’ level.
  • Undertake field monitoring visits and data flow mapping to track project implementation, supervise quality of services, assess data collection, collation, storage, analysis and reporting process ensuring that data is audit worthy and extend MERL technical support to the program staff.
  • Compile data for analysis and reporting requirements.

Job Responsibility #2:  Coordination

  • Works in close collaboration with staff of the program unit in relation to MERL.
  • Coordinates the development of supportive supervision schedule and follow implementation of the same.
  • Works closely with IT unit to ensure fulfilment of MERL database.

Job Responsibility #3:  Planning and Reporting

  • Support the program unit and partners towards meeting the planning and reporting requirements of the Government of Ethiopia and USG/DRL.
  • Works closely with the program unit in the preparation of annual work plan to be submitted to USG/DRL and to the Government of Ethiopia.
  • Works closely with the program unit in producing quarterly, SARs and annual reports to USG/DRL and annual report to the Government of Ethiopia.
  • Compiles regular monitoring reports along with recommendations.

Job Responsibility #4:  Capacity Building

  • Facilitate MERL related trainings and mentoring to program staff
  • Provide orientation on MERL tools to field staff.

Job Responsibility #5:  Information Management

  • Organize project related data and documents systematically.
  • Critically review  quarterly reports in light of the data quality dimensions and checks that  data is properly entered into MERL data base
  • Produce output tables and conduct data analysis essential for timely informed decision making.

Job Responsibility #6:  Learning and networking:

  • Extends technical support on learning reviews/assessments and evaluations.
  • Capture and document success stories, promising practices and learning and facilitate sharing of the same to pertinent stakeholders.

WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

  • This position is located in Addis Ababa and requires travel to partner operational areas.

Job Requirements

PERSON SPECIFICATION

EDUCATION/TRAINING

  • MA/BA degree in Project Management, M&E, Statistics, Development Studies or other related social science fields.
  • Trainings on M&E.

EXPERIENCE:

  • 3/5 years of relevant work experience in monitoring, evaluation and planning.
  • NGO experience is desired

TECHNICAL AND OTHER SKILLS

Required:

  • Highly organized and with strong coordination, planning and communication skills
  • Strong written and communication skill in English;
  • Strong analytical skills
  • Computer skill particularly Microsoft Word, Excel, Power Point

Desired:

  • Data analysis skills using statistical software (such as SPSS)
  • Knowledge and experience on developing and utilizing MERL tools
