The Consortium of Christian Relief and Development Associations (CCRDA), which was founded in May 1973, is a national umbrella organization of more than 450 national and international organizations operating in Ethiopia. CCRDA member organizations are engaged in various development activities, including agriculture and food security, rural development, health, water and sanitation, urban development, environmental protection, gender mainstreaming, humanitarian responses, etc.

The Consortium of Christian Relief & Development Association (CCRDA) is looking for a highly motivated professional to fill the following post.

JOB SUMMARY

CCRDA is seeking a highly motivated and organized individual to join our organization as Monitoring and Evaluation (M&E) Officer.  The purpose of the M&E Officer position is to ensure the David and Lucile Packard Foundation project data collection, compilation and documentation of implementation progress, lessons and project level data. The M&E officer monitors the quality of field level data and ensures proper reporting.  She/he will oversee the monitoring, evaluation, analytics, and reporting of performance and results of the project.  She/he will oversee data management of direct service participants of the project.  She/he will lead activity, output, and outcome efforts to strengthen monitoring and evaluation and performance reporting within the operational area of the project. This position reports to the Program Coordinator.

DUTIES AND RESPONSIBILITIES

Job Responsibility #1: Monitoring, Evaluation and Reporting 
  • Assists field staffs particularly front line staffs of the project and Project Implementing partner(PIPs) in developing regular data collection format, in field supervision, and database maintaining, analyzing and interpreting data and ensuring forward accountability to the community and learning;
  • Assists and conduct project monitoring and supportive supervision at operational sites of the project
  • Assists and conduct joint monitoring and coordination meetings with PIPs and other stakeholders.
  • Conducts and participate on data quality assessments and validation
  • Assists and participate on project bassline, mid-term evaluation, end line evaluation, outcome survey and other project start up surveys and assessments
  • Assists and leading the monitoring system of the project direct beneficiaries /participants.
  • Participate and provide inputs for the development of Comprehensive Monitoring Evaluation plan
  • Provides regular support for direct participant’s data collectors, and providing feedbacks.
  • Assists PIPs and CCRDA staffs in overall M&E and reporting system
  • Assists project staff in reviewing and revising project M&E plan and indicators as required
  • Leading the role for preparation of detail implementation plan of the project and budget down for each operational Woredas.
  • Provides reporting feedbacks to CCRDA project staff and PIPs
  • Assists, preparing and submitting government reports
  • Assists the project staffs of CCRDA and Implementing partner in understanding activity/output/outcome project level data;
  • Organizes participatory monitoring events along with the facilitators and partners and communities
  • Organize project performance regular (bi-annual and annual) review meetings.
  • Collects and provides information and technical support in the preparation of monthly, quarterly, bi-annual and annual reports.
  • Prepare & Participates in the formulation and revision of different project and plans
Job Responsibility #2: Program Progress Tracking 
  • Identifies indictors which are reliable for data quality assessments
  • Ensures all project and partner staff standardize and latest versions of data collection and reporting forms.
  • Analyzes plan versus achievements of the project and identify justifications for under achievements or over achievements.
  • Ensures cross cutting issues such as, gender, disability and age are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability.
Job responsibility #3: Data Management 
  • Supports CCRDA team in the development and design of M& E tools
  • Manages routine data, including data cleaning and entry to ensure completeness and quality
  • Ensures all M&E system that will be used for direct monitoring are functional with correct programming and are available for use.
  • Reports any errors identified during data review to appropriate team members and assist in resolving issues
  • Ensures all the data of the project is collected, cleaned, stored, reported and documented properly
  • Verifies and assess data as planned in the operation woredas, .and ensures the project and partner staff receive regular feedbacks on the quality of their submitted forms or reports according to the guidelines (i.e., accuracy, completeness and timeliness).
Job Responsibility #4: Capacity Building
  • Assists PIPs in organizing M&E related capacity building workshops/trainings to stakeholders and indirect participants of the project.
  • Compiles and share project related data among field office staff;
  • Coach and mentor the front line staff on how to handle apparatus/tablets for data collection
  • Identifies and fills gaps on data collection system of the project.
Job Responsibility #5: Knowledge Management
  • Conducts learning assessments and produce learning briefs and other knowledge management products.
  • Assists and produces success stories, rolling profiles, and most significant change stories
  • Organizes and participates on learning events and experience sharing
Report to: Program Coordinator
Number of Post: One
Terms of Employment: One & half year with a possibility of extension based on availability of fund and proven performance

Job Requirements

QUALIFICATION & REQUIREMENT:
Education
  • MA, MSc or BA, BSc in statistics, public health, demographics, economics, or related field. Advanced certificate in Public Health, M&E, statistics or economics preferred.
Experience
  • At least Five plus years of relevant work experience on Monitoring and Evaluation of Health related projects.
  • NGO experience and speaking Afan Oromiffa is advantageous
Additional Requirements for the post   
  • Strong knowledge and skills in basic Microsoft packages (Word, Excel, PPT, Outlook etc.)
  • Experience in designing tools and strategies for data collection, analysis and production of reports (ODK, Kobo Toolbox and Power BI);
  • Expertise in analyzing data using statistical software (Excel, SPSS, STATA and R software)
  • Planning, time management, team work and proven presentation skills
  • Ability to multitask
  • In-depth knowledge on Mobile Data collection system, M&E and development issues
  • Excellent written and oral communication skills
  • Ability to respond positively to critical feedback and different points of view
