SNV, Netherlands Development Organization, has been operating in Ethiopia since the 1970s. SNV is working in eight regional states and the two city administrations in Ethiopia, providing technical assistance and program implementation in Agriculture, WASH, and Energy Sectors.

Project Background

The Project is a Scale-Up Program (NBPE+) in the Energy Sector. NBPE+ is co-financed by the European Union and the government of Ethiopia and being implemented from April 12, 2017, for 81 months in 9 regions of Ethiopia (Amhara, Oromia, Tigray, Sidama, SNNPR, Afar, Benishangul-Gumuz, Gambella, and Somali).

Summary of the Position:

  • The Monitoring, Evaluation, Accountability & Learning (MEAL) Advisor is overall responsible for ensuring monitoring and result measurement of the Biogas Dissemination and Scale-up Programme (NBPE+) program.
  • S/he will lead and coordinate the Monitoring and Results management activities for NBPE+.
  • The MEAL Advisor will be responsible for providing technical leadership of the NBPE+ program system-level MEAL functions.
  • S/he will develop the result measurement and management systems, approach, and tools following the standards, lead the development of results chains and indicators for the program and each intervention, baseline survey, and end-line evaluation, including setting up of a practical result measurement system, and allocate roles and responsibilities to respective members of the NBPE+ team.
  • In this function, s/he will play a lead role in effective results measurement for management, learning, and reporting.
  • The Advisor is specialized in a sector and provides technical insights and advisory services on products and interventions to projects.
  • The Advisor gives input to Project Managers and project partners to meet the agreed objectives and realize successful interventions.
  • The Advisor identifies opportunities and areas for improvement, to ensure quality delivery.

Qualifications

  • Proficiency level equivalent to Bachelor’s degree in specialized/ relevant technical field and (min. 5 years) experience in development work and project implementation or technical field
  • Solid and direct experience in result measurement and management.
  • Training in Monitoring and results measurement, data collection and aggregation, and very good computer literacy are preferred.

Duty Station:  Addis Ababa, Ethiopia with frequent field travel

Contract Duration: The Position for a 1-year contract with the opportunity to tenure based on performance and budget availability
