Job Description
Brief Organizational Introduction and Project Overview:
REACH Ethiopia is a nonprofit organization registered as an Ethiopian Residents Charity, committed to advancing community development through innovative, evidence-based projects. Since its establishment in 2013, REACH Ethiopia has implemented community-based TB care and integrated health service initiatives across multiple regions, including Sidama, Central and Southern Ethiopia, Tigray, Oromia, and Afar. In partnership with the Ministry of Health and Regional Health Bureaus, REACH Ethiopia currently manages several projects, including the newly launched USAID Urban TB Local Organizations Network II (LON II) – SWIF TB Initiative.
The USAID Urban TB LON II – SWIF TB Initiative is a strategic program focused on addressing the high TB burden within Ethiopia’s TB triangle, covering 87 woredas across 8 zones in four regions. The Initiative aims to implement high-impact interventions to identify missed TB cases, interrupt transmission chains, provide patient-centered care, and foster innovative approaches to TB control. This effort is critical to improving TB detection and treatment outcomes, ultimately aiming to reduce TB prevalence and mortality in the targeted zones.
Position Summary:
The Monitoring, Evaluation, and Learning (MEL) Specialist holds a key leadership role within the USAID Urban TB LON-II SWIF TB Initiative. This position is responsible for leading and managing all monitoring and evaluation activities and driving knowledge sharing to maximize the project’s effectiveness and impact. The MEL Specialist will design comprehensive M&E strategies, oversee learning and knowledge management initiatives, and foster a culture of continuous learning to inform decision-making and adapt project interventions accordingly. This role requires a proactive and skilled professional with extensive experience in M&E, learning, and knowledge management within public health settings, particularly in TB programming.
Key Responsibilities:
- Monitoring and Evaluation:
- Develop and implement M&E plans and frameworks in alignment with project objectives.
- Ensure timely and accurate data collection, analysis, and reporting.
- Manage evaluations and assessments to monitor program impact and effectiveness.
- Learning and Knowledge Management Responsibilities:
- Lead learning and knowledge management activities to capture, document, and disseminate best practices and lessons learned across the project.
- Facilitate the sharing and utilization of knowledge to support adaptive management and continuous improvement.
- CLA Implementation:
- Facilitate the integration of the CLA approach into project activities.
- Promote a culture of continuous learning and adaptation among project staff and stakeholders.
- Capacity Building:
- Develop and implement training programs for staff and partners in M&E and research methodologies.
- Mentor and guide team members in best practices of M&E and CLA.
- Stakeholder Collaboration:
- Collaborate with internal and external stakeholders to align M&E and research activities.
- Represent the project in relevant forums and working groups.
- Reporting and Communication:
- Prepare comprehensive M&E and research reports for the Learning, Monitoring, Evaluation, and Research Director.
- Communicate findings and recommendations to project teams and stakeholders.
- Quality Assurance:
- Ensure the quality and reliability of data and research findings.

About You
Qualifications:
- Advanced degree in Public Health, Epidemiology, Statistics, or related field.
- At least 7 years of experience in M&E, Quality and research in public health in health sector or international development programs.
- Demonstrated expertise in quantitative and qualitative research methods.
- Familiarity with CLA practices and principles is a plus.
- Proficient in data analysis software and tools.
- Strong leadership, analytical, and communication skills.
- Experience with USAID or other international donor-funded projects is highly desirable.
- Fluency in English; knowledge of local languages is a plus.
