Job Description

1. Background

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and re-registered at Agency for Civil Society Organizations as Ethiopian development Organization with Certificate no. 0321 under the Proc. No. 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

ECDD has signed an agreement with the Save the Children to implement a project entitled “Civil Society Strengthening Programme for Children’s Rights” aims is to ensure that all children’s rights are realized and respected, and that all children survive, learn, and are protected. To ensure the effective implementation of project activities, measure results and impact, support evidence-based decision-making, ensure accountability to donors and stakeholders, enhance program quality through continuous learning, strengthen planning and performance management, and manage data systems and reporting, ECDD seeks to recruit a qualified Monitoring, Evaluation and Learning (MEL) Officer based in Addis Ababa.

2. Job Summary

The Monitoring, Evaluation and Learning (MEL) Officer is responsible for designing, managing, and implementing effective monitoring, evaluation, accountability, and learning systems to support evidence-based planning, performance tracking, and reporting of ECDD programs. The position ensures that quality data is systematically collected, analyzed, and used to inform decision-making, improve program effectiveness, and demonstrate results to stakeholders and donors.

3. Key Responsibilities

Monitoring and Implementation

  • Develop and implement project monitoring plans in line with organizational frameworks.
  • Track progress of project activities against approved work plans and indicators.
  • Ensure disability-disaggregated and gender-disaggregated data collection, analysis, and reporting.
  • Regularly track project progress against indicators and targets, and produce consolidated performance monitoring reports.
  • Ensure accurate and timely preparation of weekly, monthly, quarterly, and annual program and financial reports, and facilitate monthly review meetings within ECDD.
  • Conduct regular field visits to ensure quality implementation and provide technical support to project teams.

Evaluation and Learning

  • Ensure programmatic results are well-aligned with ECDD’s 2025–2030 Strategic Plan, ensuring consistency with the organization’s overall strategic objectives and goals.
  • Support the design and implementation of baseline, midline, and endline evaluations.
  • Prepare a comprehensive M&E plan and coordinate joint monitoring visits to project areas involving stakeholders, the ECDD Management Team, and the ECDD Board of Directors (BoDs).
  • Document lessons learned, best practices, and success stories.
  • Facilitate learning events and ensure lessons inform program improvement and future design.

Data Collection and Management

  • Design data collection tools (e.g., surveys, checklists) using platforms such as KoboToolbox or similar systems.
  • Ensure data quality through regular verification, validation, and cleaning processes.
  • Ensure that all data collected and reported is accurate, reliable, and consistent with established standards.
  • Ensure that all documentation related to the project is compliant with organizational policies and donor requirements
  • Ensure that documents are properly archived and retained for the required period, as well as provide access to documents for audits or evaluations.
  • Maintain and update project databases and ensure data is securely stored and accessible.

Reporting and Communication

  • Prepare high-quality monthly, quarterly, and annual reports for internal and external stakeholders.
  • Prepare quarterly and annual project performance reports for government signatory bodies, ECDD Board of Directors and General Assembly.
  • Support timely submission of donor reports in line with agreed requirements.
  • Translate data into clear visuals, dashboards, and summaries for decision-making.

Planning and Performance Management

  • Support development of logframes, indicators, and performance tracking tools.
  • Contribute to annual planning, budgeting, and target setting processes.
  • Track Key Performance Indicators (KPIs) and support performance reviews.

Capacity Building and Technical Support

  • Provide training and ongoing support to project staff on MEL tools, systems, and best practices.
  • Strengthen organizational capacity in data use, analysis, and reporting.

Accountability and Compliance

  • Ensure compliance with donor requirements and organizational MEL standards.
  • Support accountability mechanisms, including feedback and complaints handling systems.
4. Required Qualifications and Experience
  • Bachelor d degree in Monitoring & Evaluation, Project Management, Statistics, Social Sciences, Development Studies, or related field.
  • Minimum of 3 years of progressive experience in MEL for development and/or humanitarian projects, preferably in disability-inclusive programming.
  • Proven experience in quantitative and qualitative research methods, survey design, and data analysis.
  • Proficiency in MEL software/tools (KoboToolbox, Survey CTO, DHIS2, SPSS, STATA, or Excel).
  • Strong analytical, writing, and presentation skills.
  • Proven ability to manage diverse teams and coordinate with donors and government stakeholders.
  • Knowledge of disability inclusion, rights-based approaches, and gender mainstreaming.
  • Proven computer skills for effectively using email software, MS Word, Excel, PowerPoint, and Outlook
  • Fluency in English and Amharic; knowledge of additional Ethiopian languages is an asset.
