LOCATION: Bale Robe 

Reports To:  Field Office Manager- Bale FO

Positions reporting to   this position holder- None

GRADE:  3B

Contract Length: one year with the possibility of Extension

Child Safeguarding: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people
JOB SUMMARY

Under the direct supervision of the Field Office Manager, the MEAL Coordinator will provide comprehensive support to all awards implemented through the Bale Field Office, ensuring that Monitoring, Evaluation, Accountability, and Learning (MEAL) activities are delivered with quality, consistency, and accountability.

The MEAL Coordinator is responsible for ensuring that program implementation aligns with Save the Children’s MEAL Approach and Standards, donor requirements, the Save the Children MEAL Framework, and any specific programmatic methodologies.

A key part of the role is to ensure that a strong and functional MEAL system—including the PRIME system—is established, maintained, and continuously strengthened. This system should enable high‑quality program delivery and ensure accountability to beneficiaries, partners, and donors.

KEY  DUTIES AND RESPONSIBILITIES
  • Develop and implement a work plan for rolling out the MEAL system at the program and Field  Office levels.
  • Provide technical support to Program staff on developing and implementing M&E plans.
  • Support program staff to collect good quality monitoring data promptly and collate/organise data received for reporting to the Project Office.
  • Closely work with the MEAL team at SCI CO, CO TAs,  SAO MEAL function, Program managers, and FO-level on the design and roll-out of standardised monitoring tools and methodologies.
  • Provide technical assistance and capacity building for program staff and partners’ staff on the development and use of MEAL tools and methodologies.
  • Ensure that regular reports are generated from monitoring data and that findings are communicated effectively to appropriate persons and units.
  • Conduct qualitative M&E (against international standards through participatory methodologies (including child-friendly methodologies).
  • Support and participate as required in all other aspects of MEAL, for example, surveys, baselines, evaluations, joint projects monitoring, and reviews/lessons learning workshops/events.
  • Implement accountability activities, including the development and use of information materials and the establishment of a pilot complaints response mechanism. This may include managing an Accountability Assistant, ensuring that complaints are logged and addressed in a professional and timely manner, and that serious complaints relating to abuse, exploitation, and corruption are referred appropriately.
  • Provide inductions to new staff on MEAL and work with all staff in the organisation to increase capacity in Accountability through training and direct support.
  • Promote learning throughout the area office, particularly on issues of program quality and accountability.
  • Regularly produce and report on best practices and case studies; ensure new analysis and information is available, including for the forthcoming communications strategy
  • Ensure that children, women, and other vulnerable community members are included in all MEAL activities
  • Supporting the Field Office with quality  and timely donor, government, and internal report organising
  • Being part of the FO SMT member, will assist the head of the field office in Organizing the monthly and aadhaock meetings
  • Coordinating need assessment, developing response plans, attending cluster meetings, and liaising with Health, ESNFI, and WASH cluster partners for the SWAN consortium project activities/presence.
  • Generating lessons learned (Program case story and success stories ) , and ACCM with FO , AO and CO team
  • Led staff on rapid and contextual needs assessment
  • Provision of effective communication vertically and horizontally
  • Capturing and storing  program quality data, generating  information for impacts
  • Lead the QBM &  PDM on demands
  • PRIME Adoption support and leading at FO and beyond as needed, and reinforce mandatory daily use of PRIME for project planning, tracking, and performance monitoring across all projects and offices.
  • Build staff capacity through targeted training, coaching, and on‑the‑job support for program, finance, MEAL, and supply chain teams.
  • Ensure data quality, timeliness, and completeness in PRIME, with regular reviews and corrective follow‑up with Program staff like BHs, project managers, and coordinators
  • Integrate PRIME into routine management processes (BVA reviews, action tracking, reporting, and decision‑making).
  • Strengthen management ownership and accountability to drive consistent PRIME usage and compliance.
  • Monitor PRIME adoption progress and address barriers promptly to improve system utilisation and value.
  • Take all necessary and appropriate steps to prevent abuse, exploitation, neglect, harm and modern slavery within their areas of responsibility, and in the way they conduct themselves, report and respond to all incidents and concerns whether online or in person, and comply with the Safeguarding Policy and Procedure.
  • Take all necessary and appropriate steps to prevent fraud, bribery, and corruption within their areas of responsibility, report and respond to all incidents and concerns and comply with the Counter-Fraud, Bribery and Corruption Policy and Procedure. All types of fraud, bribery, and corruption must be prevented, including where it benefits the organisation (SCI)
  • Promote a culture of accountability, transparency, and continuous improvement in safeguarding and counter fraud practices within MEAL teams.
  • Stakeholder engagement with communities proactively through focus group discussions, consultations, and field visits to understand safeguarding risks and concerns.
  • Conduct regular field visits to verify that safe programming and reporting mechanisms are functioning effectively.

Reporting Requirement

  • Preparing quality and timely  FO MEAL  report to the  Area Office MEAL focal, CO MEAL unit on demand and the FOM detailing all MEAL  activities.
Role Competency Requirements & Job Qualifications

MEAL Coordinator – Save the Children, Bale Field Office

Essential Qualifications

. Minimum of 5 years of experience in MEAL, preferably within an INGO environment, including substantial field operations experience in both development and emergency programs.

  • BA Degree or equivalent in MEAL, Statistics, Development Studies, or other related fields.
  • Field-level experience in procurement and logistics within INGOs working in international development and emergency contexts.
  • Strong knowledge of key institutional donors and their compliance requirements related to MEAL systems.
  • Highly developed interpersonal and communication skills, including influencing, negotiation, and coaching.
  • Demonstrated ability to solve complex issues through strong analytical skills, clear decision‑making, and a commitment to quality and accountability.
  • Strong commitment to Save the Children’s values.
  • Ability and willingness to adapt work practices, including working irregular hours during major emergencies and travelling on short notice for extended periods.
  • Highly organised with strong administrative and information‑management skills, including the ability to develop and maintain effective filing systems.
  • Ability to use updated software applications and databases to analyse and interpret data for decision‑making.
  • High level of computer literacy (Word, Excel, PowerPoint, etc.).

Additional Desirable Qualification

  • Excellent communication and interpersonal skills.
  • Strong computer skills, particularly in Microsoft Office applications.
  • Familiarity with the local context, including knowledge of local languages, is highly desirable.
  • Experiences with SCI updated the MEAL system and PRIME adoption
