Context and Purpose of the job:

The Monitoring, Evaluation, Accountability & Learning (MEAL) Advisor is overall responsible for ensuring monitoring and result measurement of the LIWAY programme. S/he will lead and coordinate the Monitoring and Results management activities for LIWAY in coordination with the knowledge management advisors.

The MEAL Advisor will be responsible for providing technical leadership to the LIWAY programme system-level MEAL team. S/he will develop the result measurement and management systems, approach, and tools following the DCED standards, lead the development of results chains and indicators for programme and each intervention, baseline survey and end-line evaluation, including setting up of a practical result measurement system and allocate roles and responsibilities to respective members of the programme MEAL team. In this function, s/he will play the lead role in effective results measurement for management, learning, and reporting.

Qualifications

  • A Master’s degree in an area of statistics, economics, social science, Monitoring & Evaluation with preferable competency in computer science with knowledge of Microsoft office programs
  • Six or more years of experience in development work and project implementation or technical field.
  • Solid and direct experience in result measurement and management in MSD approach and in DCED standard is an added value.
  • Training in Monitoring and results measurement, data collection and aggregation, and very good computer literacy are preferred.

Expected start date: As soon as possible

Duty Station:  Addis Ababa, Ethiopia

Contract Duration: one year with the possibility of extension based on performance and budget availability.
