ORGANIZATIONAL CONTEXT

These jobs are found primarily in WFP Mekelle Sub Office/Shire  Field Office, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office.

At this level, work is carried out under minimum supervision. Job holders are expected to produce organized and accurate technical work and reports. They may provide guidance on standard practices to other staff and counterparts in their area of work.

JOB PURPOSE

Under the general supervision and guidance of the Head of Programme and M&E officer, the Monitoring Assistant will perform M&E tasks that support evidence generation activities including performing monitoring activities within specific coverage area and provide reports to inform programmatic decisions for effective delivery of assistance. The monitoring assistant will coordinate and monitor the implementation of assistance programmes at the sub-office/field level in close collaboration with the cooperating partners.

KEY ACCOUNTABILITIES (not all-inclusive)

1.    In close coordination with logistics verify, monitor and review the planned movements and distribution of food or non-food items at the site and verify if the amounts received have been properly recorded or damaged.
2.    Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
3.    Supervise the efficient and proper distribution of food assistance at the distribution point to ensure WFP procedures and standards are followed and provide feedback to the WFP Officer and others on the distribution.
4.    Report to the WFP Programme Officer on relevant events regarding food management, distribution, and related issues for timely resolution of problems.
5.    Support development and maintenance of M&E monitoring plan and M&E implementation plan at Sub Office.
6.    Monitor and review the food assistance distribution including undertaking beneficiary contact monitoring, post-distribution monitoring, market price monitoring, warehouse monitoring using provided checklists and providing preliminary analysis and results from the monitoring activities as required.
7.    Collect and summarize assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports to support Programme reviews and informative decision-making.
8.    Liaise with cooperating partners, beneficiaries and internal counterparts to receive and collate comments and feedback to support identifying programmatic issues with a view to fostering efficient operations and support programme reviews and improve services.
9.    Resolving routine issues and escalating where appropriate, to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.
10.    Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
11.    Prepare field mission reports to document programme implementation.
12.    Arrange for regular meetings with local authorities and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
13.    Perform other related duties as required and as assigned by supervisors.

OTHER POST REQUIREMENTS

  • Consolidate and maintain information, records and monitoring plans, and contribute inputs to the weekly/biweekly and monthly Sub office operational/situation reports.
  • Prepare reconciliations, comparison reports (food-cash based transfers) and COMET compliance on quarterly basis, identify and raise any discrepancy to supervisor.
  • Perform regular data cleaning to ensure accuracy of information and reports.
  • Prepare notes for the record/action plans of agreements to address risks as delegated.
  • Prepare filtered data set in ONA monthly.
  • Liaise with programme and logistics units to track and consolidate planned vs actual movements of food and distributions status information on time.
  • Provide guidance/ technical support to cooperating partners on WFP operational practices, monitoring tools and methods to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the field/project sites.
  • Maintain records on process monitoring findings (medium/high risks), complaints and feedback mechanism and any other programme implementation report.
  • Facilitate/participate in joint monitoring, seasonal needs and food security assessments as required.
  • Participate in data collection at household level as and when required
  • Scan waybills using LMS (Last Mile Solution) apparatus and share on the server.

STANDARD MINIMUM QUALIFICATIONS

Education:  Completion of secondary school education with substantial years of working experience in Monitoring. Bachelor’s degree in Economics, Sociology, Statistics, Agriculture, Social Sciences, Nutrition, Education, Monitoring and evaluation or any other related field is an added advantage

Experience: 

  • Minimum 3 years of demonstrated interest and/or experience in monitoring, data collection, data analysis, social work or any related area.
  • Gained valuable experience in collecting Programme output and outcome data, conducting quantitative and qualitative analyses, experience analyzing Programme output and outcome data and reporting findings to management and stakeholders.
  • Experience in both development and humanitarian contexts is an added advantage.
  • Experience utilizing WFP monitoring and evaluation systems and standards.
  • Willingness to learn and explore new experiences

Language: Fluency in both oral and written communication in English. Knowledge of the local language is desirable.
