Common Vision for Development Association (CVDA) is an indigenous, non-governmental, non-for-profit, humanitarian aid association. It was established on October 28, 2005 by a group of dedicated persons from diverse social, economic, professional and religious backgrounds.
CVDA has been re-registered and licensed by the Ethiopian Ministry of Justice, Charities and Societies Agency, on November 30, 2009 as an Ethiopian Residents charity in accordance with the Charities and Societies proclamation No. 621/2009 with registration No. 0588. As per 1113/2019 proclamation also re-registered on July 30, 2019.
It has permission to work at the national level so far operates marginal parts of BenshanguleGumuz Region, Central Ethiopia, South Ethiopia, South West Ethiopia, Sidama region (17 woredas), Oromia Region (16 woredas in West Showa Zone, Borena Zone, Guji Zone, west Guji and west Arsi) Afar Region; Zone 5; Delfefage, Dewe, Telalek, HadeleEle and SumuRobi Zone 3; Gewane and Gelalo and City Government of Addis Ababa.
CVDA is member of National Health Forum of NGOs and National Children and Youth Forum of NGOs under CCRDA. Beside this it is member of Consortium of Reproductive Health Association (CORHA), Union of Ethiopian Women and Children Association (UEWCA), Ethiopian Extractive Industries Transparence Initiative/EEITI/, Ethiopia Civil Society Coalition for Scaling up Nutrition/ECSC-SUN/ and Afar Region Health Partner Forum.

Key ACCOMPLISHMENTS
CVDA has successfully implemented different food security, environmental conservation, income generating and HIV/AIDS project in collaboration with different stakeholders. On environment conservation activity; highly degraded land rehabilitated through soil and water conservation measure, area enclosure, vetiver grass and indigenous tree plantation, gabion established, stone and soil bund established, conservation agriculture introduced, biogas technology introduced and established, fuel wood saving stove established at HH level, spring water developed, washing stand, shower established.
Food security and Income of target group improved through beekeeping, poultry farm, fruit tree plantation/ apple, mango and orange plantation/, vegetable garden, false banana plantation, vetiver grass bank. Other group established group and individual business such as hair dressing, tea room, sugar and edible oil distribution, dairy farm, stone production, shower room and etc. On HIV prevention, care and support program target group and large community awareness raised on HIV prevention and living with HIV, counseling service, economic strengthen and improving balance diet intake, engaging in income generating activities, access for clinical service through referral linkage.
Over all over 68 projects were implemented in different region and woredas since its establishment. CVDA has 141 full time staffs and 1740 volunteers.
Description of the Vacancy
The American state Department Funded Family Focused HIV Prevention Care and Treatment Services (FFHPCT) is aimed to strengthen local HIV epidemic management in order to accomplish the three 95 targets/goals. HIV mitigation services for children at risk concentrate on case finding and connecting undiagnosed children living with HIV to treatment, improving health outcomes through HIV viral load suppression, and creating interpersonal, family, and community norms to achieve HIV and violence prevention.
To serve families infected or affected with HIV who are newly diagnosed, at high risk of default, or do not achieve viral suppression. Hence, this TOR is to employee Monitoring and Evaluation Officer who is responsible for creating, organizing, and managing FFHPCT Project information and data systems. He/she will provide data quality improvement and use support to CVDA organizational staff. He/she will also assist with data utilization for quality improvement, design quality improvement strategies and plans, and lead their implementation. He/she will support CVDA in producing quality Data management products, such as abstracts, manuscripts, and success stories.

Main duty and Responsibility
Senior Monitoring and Evaluation coordinator will have the following duty and responsibility but not limited to listed below:
- She/He will directly manage M&E activity of the project in consultation with MEAL Director and other CVDA staffs
- She/He will track status of project implementation as per project AMELP and provide timely feedback to program team
- Conduct regular data quality assessments (DQAs) to verify accuracy, completeness, and consistency.
- Ensure Program reports submitted to Lead partner, Donor and govern as per given standard
- Provide support to health Facilities in timely reporting to RHB and FMOH
- Establish data base of entries to follow their progress
- Develop and implement project‑specific M&E frameworks, indicators, and tools.
- Oversee routine data collection at health facilities, community programs, and Stakeholders.
- Ensure timely and accurate data entry into CommCare application System.
- Support integration of HIV prevention, care, and treatment indicators into national health information systems.
- Analyze program data to track progress against targets and identify gaps.
- Prepare monthly, quarterly, and annual performance reports for Lead partner, donors, government stakeholders, and CVDA head office.
- Provide evidence‑based recommendations to improve service delivery and program outcomes.
- Mentor and train project officers, health workers, and community volunteers on M&E practices.
- Strengthen local capacity to use data for decision‑making and program improvement.
- Document lessons learned and success stories to inform future programming.
- Promote organizational learning by feeding back findings into program design and strategy.
- Design Quality improvement projects in collaboration with Knowledge management officer
- Ensure adherence to donor requirements, national guidelines, and safeguarding policies.
- Maintain transparency in reporting and accountability to beneficiaries, especially vulnerable groups.
- Collaborate with finance and program teams to align performance data with resource utilization.
TECHNICAL AND OTHER SKILLS
- Attention to detail and analytical skill;
- Proficiency in English, both verbal and written;
- Utilizing programming and statistical software (such as SPSS or STATA).
- Practical skill in digital data collection tools such as Kobo or CommCare.
- Good oral and written communication and interpersonal skills.
- Experience in the FMoH and PEPFAR reporting system, such as DHIS2, DATIM, and SmartCare, is a plus.
Required qualification and experience
- Applicant need to have MSC degree in Health-related field or social science and minimum 4 years’ experience in M&E positions in similar Activity
- Experience in HIV related interventions and USA Government funded project will be advantageous
- Applicant need to have good English language skill and good report writing skill
