Major Responsibilities /Job Description:

Leadership and Team Building: Foster a collaborative team environment, providing mentorship and supporting professional development for staff.

  • ü  Facilitate the implementation of management decisions/recommendations in order to meet quality standards and promote alignment with strategies and standards
  • Create vision and impart vision to others and coordinate change, be passionate for the poor and make measurable impact
  • Facilitate team building, motivate and maintain strong relationships.
  • Contribute to a high standard of personal servant leadership, maturity and integrity as an example to staff and others, nurturing staff spirituality, reinforce the core values to enable understanding of WV operations and culture as well as facilitating a working environment of mutual trust, respect, and care among all staff.

Capacity Building:

  • Support and mentor local institutions (CBOs, FBOs, etc.) and smaller NGOs to enhance their capabilities and ensure compliance with project standards.
  • Build the capacity of field level staff on the development & implementation of program’s MEAL tools & systems as deemed necessary.
  • Build capacity of partners in project management, including financial management, performance management with sufficient experience to be able to connect to and gain respect of community leaders, partners and authorities.

Resource Stewardship: Carry out accountability by ensuring efficient resource utilization, adherence to internal controls, and achieving satisfactory financial and operational audit results.

  • Enforce stewardship and accountability by ensuring that resources are efficiently and effectively utilized for the intended purpose within the set timeframe ensuring that there is value for money for every activity done
  • Adhere with internal control and ensure that all projects/programs achieve acceptable financial and operational audit results

Ensure Functionality of Program Accountability and M&E Systems:

  • Ensure the implementation and functionality of WFP (cash and commodity) M&E System in assigned operational areas and ensure Program Accountability Functioning M&E systems will be established to an acceptable quality which will be useful for:
  • Gathering and analysis of information, the reporting of processes and outputs.
  • The M&E will be used to assess progress made in saving lives and livelihoods of affected people.
  • Contribute for informed decision (Use data to drive decision making)
  • Makes it easier for employees to find and understand the information that they need to do their job.
  • Accountability to affected People and donors ensured

Monitoring and Reporting:

Undertake regular monitoring according to the project monitoring plan, engage in surveys (midterm and final evaluations), prepare and submit monthly, quarterly, semi-annual and annual result reports for activities undertaken at WFP Food and Cash operational woredas as per the requirement of the donors & local government.

The desirable changes in individuals, families and the community as a whole that are achieved through the programs will be revealed through the reports which also will contribute to increase the organization’s reputation.

The reports will be done using appropriate monitoring and reporting tools and methodologies as required by donors.

Coordinate and Actively Engage in Surveys:

Coordinate PDM, Data Quality Assessments, Baseline, Mid-term and Final evaluations, etc. of WFP Food and cash implemented under food assistance in assigned areas. The job holder also verifies and validate collected data from cash and commodity in targeted areas to identify and resolve inconsistencies and inaccuracies in the field.

Program surveys (baseline, midterm and final evaluations, Post Distribution Monitoring Surveys, etc.) are conducted and the reports are shared and documented. The program also meets the Data Quality Standards

Learning & documentation:

Support the Learning and documentation through preparing Success Stories, sharing documents, presentations, etc. in coordination with program implementation team) and Participate in designing and implementation of studies, assessments and learning in coordination and cooperation with other program staff.

The learnings from the program will be assessed, developed and shared and documented. Data of the emergency response are managed in an appropriate manner accordingly with the program standards.

Work Location: Dolo Ado and Jijiga

Number of positions required: 2

Language: Amharic, English and Somalign , knowing the local language is comparative advantage

Required Education, training, license, registration, and certification:

  • 3-5 Years of experience in food Assistance programs, disaster mitigation and development related fields with a minimum of 2 years’ experience on a similar position.

Required Professional Experience

  • MA/MSc or BA/BSc Degree in Economics, Development studies, M&E, Disaster Management, Rural Development and relates fields

Preferred Experience, Knowledge and/or Key Competencies

  • Strong knowledge and working understanding on Emergency Food resource management;
  • Demonstrated capacity to lead the team with similar scope of work;
  • Experience in food assistance programing, Grants/project management, Market assessment and Analysis, Cash transfer programing, project design, implementation, monitoring, evaluation and report writing.
  • Good understanding of humanitarian standards
  • Good knowledge of local context
  • INGO experience
  • Ability to work in high tension and high security risk situations
  • Ability to work in and contribute to team building environment
